Leo Leonard Morin Jr, [DOB REDACTED](hereinafter "Defendant") is a person required to register as a predatory offender in the State of Minnesota due to a previous conviction. Defendant is a level 3 offender, which requires public notification of his address. In January 2026, Defendant was coming in to the Moorhead Police Department and checking in. Defendant had been stating for over a year that he was staying at the Bison Plains Lodge in South Moorhead, Clay County. On January 5, 2026, Moorhead Police Lt. M. Detloff contacted the Bison Plains Lodge and asked to be transferred to Defendant's room.
The employee on the phone stated there was no one registered by Defendant's name. Lt. Detloff further learned that new owners had taken over the motel six weeks prior and since that point, Defendant had stayed in the motel. In Defendant's BCA verification packet completed on December 10, 2025, Defendant verified he was homeless and listed several phone numbers as valid. One of the phone numbers provided by Defendant belongs to a Moorhead Police Department employee who manages predatory offenders and one of the numbers listed belongs to Defendant's sister.
Defendant further listed two secondary addresses, one of which his significant other moved out of in July 2024 and the other his significant other moved out of in December 2017. On January 9, 2026, Defendant spoke with Lt. Detloff and was confronted with the information that Defendant had not been staying at the Bison Plains Lodge for at least the last six weeks. Defendant admitted he had been staying in the parking lot, which he had not previously told law enforcement. Lt. Detloff spoke with Defendant's significant other, M. B., who stated Defendant helps her on a daily basis but cannot live at her place as she lives in a 55+ community that does not allow predatory offenders to stay there.
Defendant came into the Clay County Law Enforcement Center on January 12, 2026, and updated his information to list he was staying in a church parking lot at St. Francis de Sales in Moorhead. Lt. Detloff asked Defendant to obtain permission for him to be able to stay in the parking lot and Defendant stated it would only be a couple hours each night as he is delivering Uber and Instacart orders as a many hours as possible. On February 10, 2026, Defendant arrived at the LEC to complete his check in.
Defendant stated he sleeps in the church parking lot for an hour and then will go to a truck stop in Fargo to drink coffee until 5 or 6 A.M. Defendant did not know the name of the truck stop. Defendant stated he then does Uber and/or Instacart all day until 2 or 3 in the morning. On February 11, 2026, Defendant was contacted to clarify information regarding his Instacart delivery job. The phone number Defendant had provided and was contacted on was answered by his sister, who stated she did not know how to get in contact with Defendant but did provide a phone a number that he had.
