Your complainant is employed by the St. Francis Police Department. In that capacity, complainant has reviewed official reports and has learned substantially the following: On December 3, 2025, at approximately 11:45 P.M., Officer Andrew Humann was on routine patrol traveling eastbound on 233rd Ave NW in St. Francis, Anoka County, Minnesota, when he observed a dark- colored 2019 Ford F-150 pickup truck (MN plate SUD474) turn westbound out of the St Francis Bottle Shop parking lot with no rear lights illuminated.
The Officer stopped the subject vehicle and spoke with the driver, who was identified as Tyler Jeffrey Lang, [DOB REDACTED], the defendant herein. In speaking with defendant, the Officer detected an odor of alcoholic beverage coming from defendant and noted his eyes to be bloodshot and watery, and his speech was slurred. A records check revealed Defendant’s driving privileges carried an ignition interlock restriction requiring a functioning interlock device in any vehicle he operated. Officer Humann observed no interlock device in its normal location near the driver.
Defendant produced a interlock unit and claimed it was installed in the vehicle, stating the cord ran under the driver’s seat. Defendant demonstrated the device, but the screen remained dark, no tones sounded, and the truck started immediately upon Defendant blowing into the mouthpiece without any calibration or rolling retest sequence. Officer Humann determined the device was inoperable. Officer Humann had the Defendant step outside the vehicle while he looked at the interlock cord under the driver’s seat and discovered it had been cut or snipped and the cord placed between the seat rail and center console.
Defendant admitted to consuming “two 16-ounce Busch Lights" earlier that evening Defendant showed impairment on the following field sobriety tests: horizontal gaze nystagmus; balance on one leg and heel to toe walk. Defendant blew a fail (0.190) reading on a PBT. After being read a Minnesota Breath Test Advisory, defendant agreed to submit to breath testing. That test revealed the defendant's alcohol concentration to be 0.18 at 1:00 am on December 4, 2025. A review of the Defendant’s criminal history indicates he was convicted of DUI on 12/22/2022, 7/25/2017, 11/19/2010 and 9/28/2010.
