On or about December 15, 2025, Brooklyn Center police responded to a check fraud call that originated from a Wells Fargo bank located in Brooklyn Center, Hennepin County, Minnesota. Police met with the reporting party, Victim herein, who indicated she had sold her car yesterday for $6,500 and received a check. She attempted to deposit the check and Wells Fargo indicated the check was fraudulent and had been washed. Police looked at the check and noticed that it belonged to an individual with the initials GSR who was later determined to be deceased.
This was not the person who gave Victim [NAME REDACTED]. On the check itself it was made out to Victim [NAME REDACTED]. However, underneath the purple ink there was also light-colored blue ink that looked to be previously written on the check. Victim indicated she sold her vehicle on December 14, 2025, between 10 and 11 A.M. At her apartment complex located in Brooklyn Center, Hennepin County, Minnesota. Victim [NAME REDACTED] who gave her the check was male, and he was later identified as BOBBY RAMSEY [DOB REDACTED], Defendant Ramsey herein.
Victim indicated that last month someone left a note on her car that was interested in buying the vehicle and to contact them at a phone number ending in 4787. In police database checks, that phone number appeared to belong to a RHEANNA CHRISTINE HAEG [DOB REDACTED], Defendant Haeg herein. Police continued the investigation and reviewed the surveillance from the sale of the car and observed Victim [NAME REDACTED] from Defendant Ramsey. Police were able to determine that Defendant Ramsey came from a different unit in the apartment complex.
Police made contact with the renter of the unit where Defendant Ramsey came from and learned that that resident has Defendant Haeg care for her. Police continued reviewing surveillance and that surveillance showed Defendant Haeg was at the apartment complex and nearby where the car sale occurred. The investigation continued at the apartment complex. Police talked with Defendant Haeg and she confirmed that Defendant Ramsey was the person who gave the check to Victim. Police met with Defendant Ramsey and placed him under arrest.
In a post-Miranda statement, Defendant Ramsey confirmed that he gave the check in exchange for the vehicle. He indicated he got the check from Defendant Haeg. Defendant Ramsey did not know where the check came from. At this point, police placed Defendant Haeg under arrest and in a post-Miranda statement Defendant Haeg stated the following: -she got the check from a person named Denell Jackson; -she was told she could use the check to buy whatever she wanted; -she thought it was odd she got the check from Denell Jackson; -she agreed the check belonged to another person; -she confirmed that there was some prior writing on the check;" -she confirmed she wrote victim's name on the check; -she initially denied being present at the apartment complex on the day in question until confronted with the fact she was on surveillance; 2 ••-CR-••-•••• Filed in District Court State of Minnesota 12/17/2025 -she admitted she knew what she did was not the right thing to do; -she wanted to make the situation right; -the title to the vehicle was inside of her orange bag inside the apartment complex; -Defendant Ramsey had the key to the car.
