The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On November 22, 2025, at about 11:15pm, St. Paul Police on patrol observed a Nissan sedan traveling at White Bear and Maryland Aves., St. Paul, Ramsey County with no license plates mounted on either the front or the rear; the sedan was also missing its rear bumper. A traffic stop was conducted. Officers then noticed a plate mounted in the vehicle’s rear window. As officers began to speak with the driver, he repeatedly attempted to exit, despite multiple directives to remain inside.
He was identified as the defendant, REPHAIAH ROMERO ARMSTRONG ([DOB REDACTED]). His license was found to have been canceled as inimical to public safety. Officers noticed that the defendant’s movements were slow, and his eyes were droopy, bloodshot, and watery. He denied having consumed alcohol that night but said that he had smoked marijuana earlier. (Marijuana paraphernalia could be seen inside of the sedan.) The defendant was directed from the sedan. He stumbled as he walked, and he smelled faintly of alcohol.
Officers observed multiple signs of impairment in the horizontal gaze nystagmus, walk-and-turn, and one- leg stand tests. Officers began to take the defendant into custody. He pulled away and attempted to flee on foot. Eventually he was detained. While he was in the squad car, officers could detect the alcohol odor more strongly from him. The defendant was read the implied-consent advisory. He contacted an attorney and then consented to taking a breath test. It indicated a blood-alcohol content of 0.15. The defendant’s record includes at least the following qualified prior impaired driving incidents: 1. DWI – Gross Misdemeanor Convicted September 8, 2025 Case No. ••-CR-••-•••• 2.
