50 P.M., Deputy Nick Moberg of the Kandiyohi County Sheriff’s Office was driving south on 30th Street NW in the City of Willmar, Kandiyohi County, Minnesota. He observed a vehicle in front of him that did not have their tail lights illuminated. Deputy Moberg followed the vehicle through the round‐about for Hwy 12 eastbound onto Hwy 12. He initiated a traffic stop by activating his emergency lights. The vehicle pulled over to the side of the road and start to slide down the slope of the ditch. When the vehicle stopped, there was approximately a vehicle width between the car and the fog line.
When Deputy Moberg was calling the location of the stop to dispatch, the vehicle began to pull forward slightly. It appeared that the driver was trying to pull back on the shoulder of the road. The vehicle pulled up onto the shoulder approximately 10 feet from where it originally stopped. Then the vehicle began to accelerate rapidly eastbound. The vehicle’s tires all began to spin, throwing up a small amount of snow. The vehicle drove away on the shoulder of the road. Deputy Moberg kept up with the vehicle and was travelling approximately 30 mph.
The vehicle drove on the shoulder of Hwy 12, continuing eastbound. Deputy Moberg activated my siren. The vehicle veered off to the right driving down the slope of the ditch for approximately 40 yards and then turned back onto the highway and stop. Deputy Moberg pulled up behind the vehicle with his emergency lights and sirens still activated. The vehicles reverse lights came on for a short period of time before the vehicle was placed in park. Deputy Moberg gave commands over the PA system with no response from the person in the vehicle.
Deputy Moberg approached the passenger side of the vehicle and told the driver to exit the vehicle. There was no response. There was a single male occupant in the vehicle in the driver’s seat. He was later identified as SHUHAIB IBRAHIM MOHAMUD [DOB REDACTED]. Deputy Moberg attempted to open the driver’s side door but the door was locked. MOHAMUD unlocked the door and put his hands up. He had delayed responses to commands but did exit the vehicle. When asked what he was doing, MOHAMUD said he was picking up his daughter.
When has why he drove away from the original stop location, he mumbled something that Deputy Moberg could not understand. He was asked again why he drove away from the traffic stop, MOHAMUD responded “It’s winter and sometimes the brakes make you go fast”. 2 ••-CR-••-•••• Filed in District Court State of Minnesota 12/2/2025 While MOHAMUD exited the vehicle, Deputy Moberg detected an odor of marijuana coming from within the vehicle. MOHAMUD had bloodshot watery eyes and had slow responses to the officer’s questions.
Due to the weather, Deputy Moberg had MOHAMUD sit in the back of his squad car. Deputy Moberg approached the vehicle again and observed through the window a baggie of marijuana sitting on the floor behind the driver’s seat. There was also loose marijuana on the driver’s seat, on the floor by the gas pedal and on the center console. Due to MOHAMUD’s bloodshot watery eyes, the odor of marijuana coming from within the vehicle, and his delayed slow responses to my commands and questions, Deputy Moberg believed that MOHAMUD was possibly under the influence of cannabis, based on my training and experience as a Drug Recognition Evaluator (DRE). Deputy Moberg asked MOHAMUD to conduct field sobriety testing.
