On Wednesday, December 10, 2025, at approximately 2:49 A.M., Ofc. Holty of the Rochester Police Department responded to an assault near a bar in downtown Rochester, County of Olmsted, State of Minnesota. Upon arrival, Ofc. Holty spoke with an adult male (hereinafter "Victim") who was visibly bleeding from his nose. Victim [NAME REDACTED] was assaulted inside the bar by "Bakil" without provocation. Victim further reported that "Bakil" and a co-suspect followed Victim out of the bar where the second suspect brandished a screwdriver.
According to Victim, "Bakil" punched Victim multiple times and the second suspect kicked Victim [NAME REDACTED]. During the attack, the two suspects took Victim's hat, a Minnesota Twins "Twin Cities" baseball-style hat. "Bakil" allegedly stated, "I have your hat, I snatched your soul." Det. Bottcher followed up on the incident by watching video recordings from downtown security cameras. The following is a summary of what the cameras captured: BAKIL NUH DAHIR [DOB REDACTED] arrived near the bar at 1:46 A.M. DAHIR then met up with a second man identified as ABDI NOOR ISMAIL [DOB REDACTED]. DAHIR and ISMAIL paced around the 10 block of Third Street SW until 2:09 A.M., at which time they went into the bar.
At about 2:15 A.M., DAHIR and ISMAIL left the bar. At 2:36 A.M., Victim [NAME REDACTED] went to the corner of Third Street SW and Broadway Avenue. There, DAHIR and Victim had a verbal exchange. Victim [NAME REDACTED], northbound. DAHIR and ISMAIL pursued Victim, [NAME REDACTED] ISMAIL on a bicycle. DAHIR and ISMAIL caught up to Victim [NAME REDACTED] intersection of Broadway and Second Street SW. Victim [NAME REDACTED] from DAHIR and ISMAIL, but they pursued him into the street. DAHIR punched Victim with a closed fist in the face, which made Victim's hat and glasses come off.
While Victim [NAME REDACTED], DAHIR punched Victim in the face three more times. DAHIR also kicked Victim in the ribs while he was down. Victim tried to get up and tackle DAHIR, but ISMAIL intervened to prevent Victim [NAME REDACTED], before ISMAIL slipped and fell down in the snow himself. Again, DAHIR punched Victim and Victim [NAME REDACTED]. DAHIR again kicked Victim [NAME REDACTED]. Victim retreated into the middle of Broadway Avenue and ISMAIL bent down and picked up Victim's hat and put it on his own head.
While Victim [NAME REDACTED], DAHIR and ISMAIL pursued him, with ISMAIL posturing to fight 3 55-CR-25-9540 Filed in District Court State of Minnesota 12/12/2025 Victim at one or more points. ISMAIL also picked up an ice chunk and threw it at Victim. Victim was able to get back into the bar at 2:44 A.M. When DAHIR and ISMAIL left, ISMAIL was still wearing Victim's hat. ISMAIL was located and arrested on the afternoon of Wednesday the 10th after dispatch received a call for service from a female stating that a male (ISMAIL) chased her and a friend through the skyway, yelling sexually explicit things (ICR 25-53495). Following the Miranda Warning, ISMAIL stated that he and "his friend" chased and beat up Victim "pretty bad." ISMAIL took Victim's hat.
