On April 5, 2026, around 2:56 P.M., law enforcement responded to the area of [ADDRESS REDACTED] NE, Fridley, Anoka County, after an automatic license plate reader alerted to a stolen vehicle in that area. Upon arrival, law enforcement found the suspected stolen vehicle, a black 2008 GMC Arcadia (MN/ETM420), in the parking lot of the Fridley Home Depot and confirmed it had been reported stolen out of Brooklyn Center, Hennepin County, on or about April 1, 2026 – about 4 days prior – by victim, [NAME REDACTED]. The vehicle was initially unoccupied until a male in all black clothing, later identified as Robert Brandon Cook [DOB REDACTED], defendant herein, was observed by law enforcement leaving Home Depot and entering the vehicle.
Law enforcement then attempted to initiate a traffic stop, activating their squad vehicle’s emergency lights and sirens, on defendant and the vehicle, but defendant sped out of the parking lot, almost colliding with squad vehicles, at a high rate of speed away from law enforcement. Defendant drove over a grass landscaped hill of the property to get away from law enforcement. Law enforcement did not initiate pursuit. Upon further investigation, law enforcement learned defendant had just left the Home Depot after taking merchandise – miscellaneous tools, which included an axe, a serrated blade and knife, a drill, and machete – passing all points of sale and making no attempts to pay for the merchandise valued at $250.85. Law enforcement was able to identify defendant as the suspect from April 5, 2026, by comparing surveillance footage from the Home Depot on April 5, 2026, to footage from other shoplifting incidents throughout the city of Fridley where defendant was positively identified as well as with prior booking photos for defendant.
On April 6, 2026, around 12:26 P.M., the vehicle was stopped by law enforcement in Robbinsdale, Hennepin County. The driver was Treyvon Lewis Riser (DOB: 096/10/1993) who told law enforcement that he knows defendant, knew there was “some kind of police chase” with defendant in the vehicle, and that he (Riser) knew that the vehicle was stolen because he (Riser) stole it. There is a pending felony motor vehicle theft case for Riser arising out of this incident (••-CR-••-••••). Given the nature of the offense, the fleeing of defendant, and the defendant’s current custody status in the Hennepin County Jail since June 3, 2026, with no anticipated release date known, the State respectfully requests that this complaint issue as a body only complaint warrant and that defendant be held in custody until appropriate bail and conditions of release be set pursuant to Minn.
