Your complainant has reviewed police reports relating to the above-named defendant and the allegations contained herein. Based upon that information, complainant believes the following to be true and correct. On November 4, 2025, officers were dispatched to a report of a man with a knife in the area of 1st Street and Lawler Avenue in Hinckley, Pine County. Deputy Pepin of the Pine County Sheriff’s Office spoke to Travis Adams, who said that he had been visiting Lysondra Allen outside her residence at [ADDRESS REDACTED] in Hinckley.
They were standing outside talking and her ex-boyfriend, Ozzie Phillip Loudin, [DOB REDACTED], that she is still living with, came home. Adams said he left so there wouldn’t be any issues with Loudin but drove around the block a couple times to make sure Allen was ok. While he was seated at the intersection of 3rd Avenue and Lawler, he suddenly saw Loudin running towards his car. Loudin pulled out a knife from his jacket that was around 3” long and lunged at his car window. Adams said his window was rolled up at this time but he was so concerned about what Loudin would do that he pulled around another car into the intersection to get away from Loudin.
Deputies located Loudin standing outside his residence. Loudin denied having a knife. No weapons were located on him during a pat search. Loudin told Officer Rosnau of the Mille Lacs Tribal Police Department that he had been on his way home and saw Allen talking to a man outside the apartment that she had previously had an affair with. Loudin confirmed that he and Allen are not dating anymore as of about two weeks prior but still live together. Loudin said when he saw the man he “did what a man does” but would not provide detail about what that meant.
Deputy Pepin spoke to Allen, who said that Loudin had not come inside their apartment when he came home but she did see him in the lobby. Deputy Pepin entered the lobby and located a folding black knife with a 3” blade hidden under a pool floatie on a shelf. Loudin later admitted approaching Adams in his vehicle but denied that the blade was extended. PLEASE TAKE NOTICE: Pursuant to Minn.
