02/19/1991 (35), violated the law as set forth herein. At approximately 9:09 PM on March 10, 2026, Alexandria Police Officer Jacob Burdette was dispatched to the Douglas County Jail to field test a substance they found on inmate Bianca Sampson. Upon arrival, Officer Burdette met with Correctional Officer Andrew Hendrickson and Correctional Officer Cody Senger. The Correctional Officers stated that Sampson had been transported to the jail from Detroit Lakes. Upon arriving in the sallyport, they conducted a search of Sampson and took a pair of gloves off her person, and a baggie fell out of the gloves.
They showed the officer a small baggie with a light blue powdery/crystal-like substance inside. Officer Burdette used a field test called Mobile Detect to test the substance. Officer Burdette swabbed the substance and scanned the test. The first result identified the substance as containing methamphetamines. He then scanned it again due to a speckle of blue in the test that was not detected at first. The second test identified the substance as containing fentanyl. In a Mirandized statement, Sampson denied knowledge of the baggie being inside the gloves and stated that she was given the gloves by a co-occupant of the vehicle that was pulled over prior to her arrest.
The contents of the baggie were sent to the Bureau of Criminal Apprehension for laboratory testing. Results of said tests are pending. Sampson’s criminal history includes a prior felony conviction for a 1st Degree Controlled Substance Crime (possession of methamphetamine exceeding 50 grams) under Douglas County District Court File No. 21- CR-20-572 on May 10, 2022. PLEASE TAKE NOTICE: Pursuant to Minn. Stat. § 609.49, intentional failure to appear for duly scheduled court appearances may result in additional criminal charges in addition to any arrest warrant that may otherwise be issued by the Court.
