On 03/26/2026 at about 1819 hours, Metro Transit Police were watching cameras mounted inside a bus shelter at 54 5th St E in St. Paul, Ramsey County. They spotted a female reaching inside her jacket pocket and pulling out cash as she stood next to a male; later identified as Joshua Dion HINES [DOB REDACTED]. HINES was holding a clear plastic baggie. As the two looked around, HINES threw the baggie onto the ground. The female picked it up and handed HINES cash. The two talked and then HINES took the baggie back and returned the money to the female.
Police arrived and saw that HINES had a baggie containing suspected narcotics and a bubble pipe in his right hand. Both HINES and the female were detained. HINES physically resisted Officers when they tried to take him into custody. During HINE’s arrest, the unidentified female fled the scene. HINES was transported to Regions Hospital and later booked into the LEC. During a search incident to arrest, among other things, police recovered suspected narcotics with a net weight of.44 grams from HINES’ person and suspected narcotics with a net weight of.33 grams from a leather bag he was carrying.
The substance with a net weight of 0.44 grams later field tested positive for methamphetamine and the substance with a net weight of 0.33 grams later field tested positive for cocaine. For purposes of Rule 6.
