On December 1, 2025, at approximately 9:43 A.M., Wright County Deputy Thompson responded to the Dollar General at [ADDRESS REDACTED], Montrose, Wright County, Minnesota, for a check welfare. It was reported that there were two people who appeared to be passed out in the vehicle and that they had very shallow breathing. Upon arrival at that location, Dep. Thompson located the vehicle parked on the west end of the store. He approached the driver’s side and noted a female party, later identified as Victoria Catherine Clifton, [DOB REDACTED], hereinafter the defendant, who appeared to be passed out in the driver’s seat.
On the driver’s lap, Dep. Thompson observed burnt tin foil and a glasses case that appeared to contain drug paraphernalia and a baggie of a powdery substance. The Deputy knocked twice on the window and did not get a response. Based on these observations, he believed that the defendant and her passenger were likely suffering from a drug overdose. Dep. Thompson removed Narcan from his pocket and opened the door of the vehicle to attempt to give the defendant medical attention. When the door was opened, she woke up and immediately attempted to hide the glasses case that was on her lap.
The glasses case was found to contain a powdery rock-like substance that field tested positive for 2.6 grams of fentanyl. The defendant admitted driving the vehicle to the Dollar General, parking, and then immediately smoking fentanyl with her passenger while she was still seated in the driver’s seat. She stated she fell asleep shortly after smoking. Dep. Thompson applied for and was granted a search warrant for a blood test. The defendant was taken to the Buffalo Hospital where she submitted a blood sample.
