On February 23, 2011, Kpoleh Papie White ([DOB REDACTED]), Defendant herein, was convicted of domestic assault from an incident where he was also charged with false imprisonment. Accordingly, he is required to register as a predatory offender. Due to multiple previous predatory offender violations, Defendant is currently required to register until August 31, 2037. On March 23, 2026, Defendant reported to the Blaine Police Department that he was moving out of a treatment facility and back into a residence on Monroe Drive in Blaine, Anoka County.
At that time, he was asked if he had any vehicles that he routinely drove or had access to. Defendant denied that he drove any vehicles, and was reminded that he would need to update his registration if he started using any. However, upon reviewing surveillance footage, officers saw that Defendant had driven himself to the police station in a black Cadillac Escalade ("Vehicle 1"). Police also saw Defendant on another date as a passenger in a red Ford SUV ("Vehicle 2"). On April 13, 2026, Blaine Police observed Defendant driving Vehicle 2 to Monroe Drive, where he parked and entered the residence.
On April 14, 2026, Blaine Police saw Defendant driving Vehicle 2 from his place of employment in Fridley, into the city of Blaine. Defendant was stopped for a moving violation, and was the sole occupant and driver at that time. On April 15, 2026, Blaine Police found Vehicle 2 parked at Defendant's workplace. On April 22, 2026, Blaine Police checked Defendant's residence, where Vehicle 2 was parked outside, but received no answer. At Defendant's workplace, officers saw Vehicle 1 parked in the parking lot, and met with Defendant there to complete his check-in.
He was asked again about any vehicles he was driving, but Defendant denied any routine vehicle use, noting that he had no valid license. He was advised that he would need to report any vehicles he used even if he did not own them or use them lawfully. On May 4, 2026, Blaine Police did another check and saw Vehicle 1 parked at Defendant's residence. By this point, Defendant was also responsible for returning his annual verification letter, which was mailed on April 17 and due by May 3. He had not done so.
Defendant received an extension to May 11, but to date has still not returned the letter. On May 8, Blaine Police stopped Defendant in Vehicle 1 as he was leaving his residence. Police confronted him about his vehicle use, and Defendant claimed that he was unaware that he had to report any vehicles that he did not specifically own. He was told again that this was incorrect, and that he needed to update his registration. As of May 11, 2026, Defendant has not returned his verification letter, and has not registered either of his vehicles on his BCA report.
