On April 10, 2025, at approximately 12:10 pm, Bloomington Police Officers were on routine patrol in the area of La Quinta Inn, [ADDRESS REDACTED]. West, Bloomington, Hennepin County. Officers were on patrol in this area due to significant reported criminal activity and it is known to Officers as a high crime area that includes narcotic activity, prostitution, weapon possession, and warrant pickups. Officers observed two occupied vehicles in the parking lot. One of those vehicles was a Ford F150 driven by who was later identified as ROBERT OSCAR QUAST JR, [DOB REDACTED], Defendant herein.
The Defendant then drove near the front entrance of La Quinta Inn, parked along a yellow painted curb that was marked as a fire lane, and went into the hotel. Parking in a fire lane is a violation under Bloomington city ordinance 8.08(a) and under Minn. Stat. 169.34 - parking / stopping where prohibited. Officers stopped the vehicle once the Defendant returned. Officers observed the Defendant's hands shaking, he was sweating despite cold temperatures and the windows being down, he had scabs on his hands consistent with narcotic use, his pupils were pinpoint small, and he appeared to be under the influence of a narcotic.
Officers asked the Defendant to step out of the vehicle. The Defendant stated that he had prior drug use and he was currently sober. Officers were also aware of the Defendant's criminal history at this time which indicated prior convictions, charges, and arrests for narcotic related activity. Officers requested a K9 sniff to the vehicle. The K9 immediately indicated a positive alert for narcotics upon reach the passenger side of the vehicle. In a search of the vehicle, Officers located a scale, 7.67 grams of FTP methamphetamine and 0.93 grams of FTP fentanyl in the center console.
Officers also located partially loaded needle with suspected blood on them with a tinfoil. In a post-Miranda interview, the Defendant stated he came to La Quinta Inn to meet a girl, he uses mostly methamphetamine and some fentanyl, and he typically buys five grams at a time.
