Probable Cause
On December 23, 2025 at about 0200 hours, a New Brighton Police Officer saw a vehicle driving east on County Road E2 in New Brighton, Ramsey County. The vehicle was not displaying a front or rear license plate. The Officer initiated a traffic stop on the ramp of 35W South and County Road E2. As the Officer approached the driver, a firearm was observed in the back passenger side of the vehicle. The driver was identified as Travis Luke MAGNEY ([DOB REDACTED]). MAGNEY said he had no license plates because of a recent arrest for Driving after Cancellation - Inimical to Public Safety.
He said the firearm was a BB gun, not a real firearm. MAGNEY’s license was in fact found to be Canceled - Inimical to Public Safety. MAGNEY was arrested. During a search incident to arrest, the Officer located a narcotics pipe in MAGNEY’s pants pocket. While inventorying the vehicle, police found a small bag containing suspected methamphetamine inside an eyeglass case on the center console. The substance later field tested positive for methamphetamine with a net weight of 24.07 grams. In a post-Miranda interview, MAGNEY said he had used methamphetamine for about 20 years, was sober for 3 years, but started using again about a month earlier.
He said he bought methamphetamine every day and bought an ounce of it that day. For purposes of Rule 6.
