The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On May 30, 2025, at about 1:50am, a Minnesota State Trooper on patrol observed a Dodge Caravan exiting from westbound Interstate 94 to Snelling Ave. In St. Paul, Ramsey County. During the exit, the vehicle failed to maintain its lane and then traveled through a red light. A registration check showed that the plate needed to be impounded. The trooper signaled to conduct a traffic stop.
The Caravan slowed but reentered the highway. It abruptly pulled onto the shoulder but then began to drive away. The trooper followed, with siren active, as the Caravan drove erratically on the highway, including on the shoulder. It exited onto northbound Vandalia St., where it ran through a red light at University Ave. About 10 minutes later, a Ramsey County Sheriff deputy observed the Caravan on southbound Snelling Ave. From Pierce Butler Rd. The deputy followed until the vehicle pulled to the side of the road.
The deputy activated his squad lights and siren to initiate a traffic stop. Instead, the vehicle pulled away again and turned onto northbound Snelling Ave., traveling in the southbound lanes. This was a short distance south of Charles Ave., St. Paul, Ramsey County. The deputy followed, still with lights and siren active, and made several attempts to stop the Caravan. Eventually this was successful. The driver was identified as the defendant, JUAN LUCAS PUJOLS SORENSON ([DOB REDACTED]). His speech was slurred and deliberate, and his eyelids appeared heavy and droopy.
He declined to make a statement. A can of “whip-its” – commonly used as an inhaled drug – was found in the center console of the Caravan. A warrant for a sample of the defendant’s blood or urine was obtained pursuant to a warrant. The sample was obtained at 3:35am. It was sent for testing to the BCA, which found the presence of amphetamine and alprazolam. The defendant’s record includes at least the following qualified prior impaired driving incidents: 1.
