On December 4, 2025, at approximately 1:45 am, officers with the Blaine Police Department responded to the Holiday Gas Station at [ADDRESS REDACTED] NE, city of Blaine, county of Anoka, on a report of a male who had been inside a parked vehicle for hours. Officers observed a male, later identified as KYLE YANCEY- LEE ENGEVIK [DOB REDACTED], "Defendant" herein, slumped over in the driver's seat of a Cadillac Escalade which was parked at a gas pump. Defendant was observed to be heavily sweating with an elevated breath rate, and he did not react when the officer shined a light inside the vehicle.
The responding officer recognized Defendant from a prior arrest for possession of a large amount of methamphetamine. Law enforcement observed a butane torch lighter on the center console. Law enforcement knocked on the window and Defendant was slow to respond and refused to roll down his window despite multiple commands to do so. The officer opened the drivers' side door and began to speak with Defendant, who was observed to have pinpoint pupils and bloodshot and watery eyes. Law enforcement instructed Defendant to exit the vehicle, but he refused to do so, saying he had a herniated disc.
Law enforcement inquired about the injury and his abilities to walk but Defendant would not provide direct answers, until finally agreeing to exit the vehicle about 15 minutes later. Law enforcement requested that Defendant submit to an eye test and modified Romberg test but did not conduct other field sobriety tests given Defendant's complaints of pain. During the HGN test, law enforcement did not observe official clues of impairment but noted that his eyes continued to flutter while closed and that he appeared unable to keep them open.
During the modified Romberg test with Defendant seated, law enforcement observed his eyelids fluttering which is a clue of impairment by controlled substance. Defendant was placed under arrest for driving a motor vehicle under the influence of a controlled substance. A search warrant was obtained and Defendant transported to Unity Hospital for a blood draw which was taken at 3:18 am. Defendant's blood was sent to the Midwest Regional Forensic Laboratory and tested positive for 0.148 mg/L of amphetamine and >1.0 mg/L of methamphetamine.
The vehicle was towed and during an inventory search, law enforcement found a small plastic baggie containing a white residue that field tested positive for methamphetamine. Defendant was previously convicted of felony DWI on May 26, 2004, in court file no. ••-CR-••-••••.
