Peter City Police Department. On October 24, 2025, at approximately 11:40 P.M., OFFICER TYLER HOKANSON was on routine patrol in the downtown area of St. Peter. OFFICER HOKANSON noticed a white Lincoln MKX, Minnesota license ESD 480, parked in the 200 block of Nassau Street, in the City of St. Peter, County of Nicollet, State of Minnesota. OFFICER HOKANSON had observed that same vehicle parked there, running with its lights on, approximately 45 minutes earlier. OFFICER HOKANSON observed a single occupant who appeared to be asleep in the front driver’s seat of the vehicle.
OFFICER HOKANSON stopped to check on the welfare of the driver. OFFICER HOKANSON parked his squad car behind the vehicle and approached the driver side of the vehicle. The vehicle was running and an audible alarm could be heard from inside the vehicle. OFFICER HOKANSON observed a male, later identified as GRANT THOMAS NELSEN, [DOB REDACTED], the DEFENDANT herein, sitting in the driver’s seat of the vehicle with his head tilted down and his eyes shut. OFFICER HOKANSON knocked on the driver’s side window in an attempt to wake up the DEFENDANT. When DEFENDANT woke up, he rolled down his driver’s side window and OFFICER HOKANSON immediately smelled an overwhelming odor of consumed alcoholic beverage emitting from inside the vehicle.
OFFICER HOKANSON observed the DEFENDANT to have bloodshot and watery eyes. OFFICER HOKANSON asked DEFENDANT what was going on, which DEFENDANT replied, “just looking out.” OFFICER HOKANSON asked DEFENDANT how much he had to drink, which DEFENDANT replied “nothing” and later admitted to having five drinks. OFFICER HOKANSON observed a 1.75L container of alcohol believed to be open on the passenger’s seat. OFFICER HOKANSON asked defendant step out of his vehicle to perform Field Sobriety Testing. DEFENDANT’S steps were slow and staggered.
DEFENDANT failed the Horizontal Gaze Nystagmus Test, Walk and Turn Test, and One Leg Stand Test. DEFENDANT performed a Preliminary Breath Test, which resulted in a reading of.190 BAC. OFFICER HOKANSON placed DEFENDANT under arrest for Driving Under the Influence. In a search of DEFENDANT’S vehicle, OFFICER JASON SQUIRES found two 1.75L containers of Karkov vodka on the front passenger seat. One of the bottles was open, with the majority of the contents already consumed. After conducting the search of the vehicle, OFFICER SQUIRES transported DEFENDANT to Nicollet County Jail.
At approximately 12:08 A.M., OFFICER HOKANSON read DEFENDANT the Minnesota Breath Test Advisory. DEFENDANT stated he understood and did not want to contact an attorney. At approximately 1:10 A.M., DEFENDANT provided two breath samples resulting in a measured.18 BAC.
