That on or about June 13, 2025, law enforcement with the Saint Francis Police Department were contacted by Victim in regard to a biohazard discovered in her residence, located on Dakotah Street NW, Saint Francis, Anoka County, Minnesota. Upon contact, law enforcement learned from Victim [NAME REDACTED], JESSE ROBERT SAMMONS [DOB REDACTED], herein after Defendant, stayed in a room above the garage of the aforementioned residence. However, due to a breakdown in relationship, Victim served an eviction notice upon the Defendant on or about May 25, 2025. The Defendant left the residence on May 26, 2025. After the Defendant left the residence, Victim could smell an odor emitting from the Defendant’s room.
At the time, Victim did not enter the room upon advice from her attorney due to the Defendant leaving behind property within the room. Between June 9, 2025, and June 13, 2025, Victim [NAME REDACTED]. Upon returning to her residence, Victim became increasingly aware of a foul odor. Victim was able to trace the smell to the Defendant’s room. Victim located the source of the odor, as it was emitting from a vent of the room. Upon inspection, Victim observed feces and urine within the vent system. It should be noted that Victim and the Defendant were the only two individuals with knowledge of the keyless-entry code that permitted access into the Defendant’s room.
Victim contracted with a company to remediate and replace effected portions of the HVAC system and home for a total out-of-pocket cost of $10,244.42 Victim did not consent to the Defendant’s conduct.
