Notice: Pursuant to Minnesota Rule of Criminal Procedure 7.02, the prosecution provides notice that, at trial, the State will offer evidence of the following offenses, in addition to the offense herein charged, for the purpose of proving the motive, intent, preparation, plan, and identity of the perpetrator. 27-CR-18-30440 On December 13, 2018, GREEN stole a Metro Transit bus that had been left with its keys in Minneapolis. GREEN drove the bus to St. Paul and was apprehended. Although the events were all captured on CCTV, GREEN denied everything.
GREEN was convicted of Auto Theft. 62-CR-18-9152 A week after his arrest in the case above, GREEN stole a pickup. The key had been left in the glove box. GREEN was arrested driving the truck the next morning. GREEN claimed that he was walking near Selby and Snelling and a man pulled up and sold him the truck for $300. GREEN said he did not find the situation suspicious. GREEN was convicted of Auto Theft. Current Offense: On 3/26/2026 at 0825 hours, St. Paul Police took a report of motor vehicle theft from [ADDRESS REDACTED] in St. Paul, Ramsey County.
The vehicle’s owner, AY, said that sometime overnight someone stole his 2011 Toyota Rav4 (MN/KMF362) that was parked in his driveway. YANG said the key had been left in the vehicle. According to Kelley Blue Book, private party values of 2011 Toyota Rav4s range from about $7,175 to $9,775. On 3/31/26 at about 2247 hours, St. Paul Police spotted a 2011 Toyota Rav4 driving near 5th St and Cedar St in St. Paul, Ramsey County. The vehicle was not displaying a rear license plate. Auto thieves commonly remove license plates in order to thwart law enforcement efforts to identify it.
The officer initiated a traffic stop near 7th St E. The vehicle was slow to stop. The driver was identified as Kenyan Emmanuel GREEN (DOB/1998-12-26) and the passenger was identified as Hanna Iris BROWN (DOB/2000-11-11). BROWN had an active warrant. GREEN’s driver’s license status was revoked. When asked, BROWN said the vehicle belonged to a friend. When asked if they had insurance for the vehicle, BROWN opened the glove box and handed the officer a State Farm insurance card bearing AY’s name. Both GRREN and BROWN said the vehicle's license plate was displayed on the front and that they didn’t know why there was no plate on the rear.
When police ran the plate, the vehicle came back as stolen. Both GREEN and BROWN were arrested. In a post-Miranda statement, BROWN said she knew GREEN and had been hanging out with him for two days. She said that tonight was looking for a “hood Uber” and GREEN picked her up driving the vehicle. She said she was more surprised that she had a warrant than she was that the vehicle was stolen. In post-Miranda interview, GREEN said they got the car a couple hours earlier but didn’t remember where they got it.
He said they drove downtown to drop off a friend, but didn’t know the friend’s name. In a subsequent interview, GREEN changed his story and said he got the vehicle from BROWN who picked him up driving it. He said BROWN was a longtime friend and he had never seen her driving it before. For purpose of Rule 6.
