All of the conduct described herein occurred within the County of St. Louis, State of Minnesota, unless otherwise noted. On December 21, 2024, at 5:07 P.M., Officer Catton was dispatched to a shoplifting call at Kohls located at [ADDRESS REDACTED] in the City of Duluth, St. Louis County, Minnesota. Dispatch advised that a male and female took two full carts of merchandise and left in a blue mini van. Kohl's Loss Prevention Supervisor Jadon Stone was walking the sales floor when he observed a male, later identified as Charles Edward Rone Jr., [DOB REDACTED], hereinafter Defendant, pushing a lage cart of merchandise in the NFL apparel section.
The Defendant selected shirts and a winter hat and began walking towards the women's exit. Mr. Stone then waited for Defendant near the women's exit. Defendant then exited the store with a female. Neither Defendant or the female paid for the items. Mr. Stone asked Defendant if he would go back in the store and pay for the items. Defendant said he already paid for the items and that he had a receipt. Mr. Stone asked for the receipt and Defendant got angry and asked if he wanted to be sued. Mr. Stone asked if Defendant wanted to talk with the manager.
Defendant then left the merchandise on the sidewalk stating he would be back with the receipt so he could get his money back. Defendant then walked through the parking lot and was eventually picked up in a blue minivan by the female. Officers subsequently stopped the vehicle where Defendant was a passenger and the female was driving. Officers located shoes in the van that were stolen by the female. The value of the merchandise in Defendant's cart was $1,369.78. PLEASE TAKE NOTICE: Pursuant to Minn.
