The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On November 2, 2024, at about 5:45pm, Ramsey County Emergency 911 received multiple reports of a fire at a townhome on County Rd. D in Vadnais Heights, Ramsey County. Several fire departments responded, along with the Ramsey County Sheriff's Office. Heavy black smoke was coming from the home, which was very dark inside; an active fire could be seen coming from the stove. A woman was screaming that her children were inside.
She was identified the defendant, KYLA MONAE DENISE VINSON ([DOB REDACTED]). She said that she had been sleeping and was awakened by her eight-year old daughter, who had alerted her to the fire. She said that the two of them jumped from a second-story window, leaving her two younger children still inside. The eight-year old, KMB ([DOB REDACTED]), was sitting nearby, covered in soot and in distress. She said that her younger brother was still inside. Firefighters entered the home and found a nearly four-year old boy in a hallway.
He was unconscious, covered in smoke and soot and wearing only a diaper. He was identified as the defendant’s son BB ([DOB REDACTED]). Firefighters also found a 14-month old girl in the far corner of a bedroom. She too was covered in soot, with black residue in her nose. She was alert but with labored breathing. She was identified as the defendant’s daughter, KRB ([DOB REDACTED]). Firefighters suctioned a large amount of soot from her airway. The children and the defendant were brought to the hospital.
The two youngest children were intubated and in critical condition. The eight-year old was placed in an oxygen mask. As the defendant spoke with family members at the hospital, a deputy heard her say that she had been preparing grease for cooking and must have laid down or passed out. She said that her next recollection was of the eight-year screaming about the fire. She said that the room was so filled with smoke that she could not see, so she jumped from the window. She also mentioned having consumed a cocktail can.
Statements by Family Members The defendant’s sister arrived at the townhome during the response to the fire. She said that at midday on this day, she had dropped off her ten-year old son at the townhome to play with the defendant’s children. She said that an hour later, the boy called her, afraid and asking to be picked up. She said that she could hear the defendant yelling in the background. She said that when she arrived, the defendant was belligerent, in a manner consistent with being intoxicated and possibly on drugs.
She said that her son told her that the defendant smelled of alcohol and was acting strange. The sister continued that the defendant has had a problem with alcohol and drugs for several years. She said that family members had all “seen that this was coming” and that the children “need to be in a safe environment,” such as in the custody of their father. A cousin of the defendant lives two doors down from the townhome. She too told an investigator that the defendant has had problems with drugs and alcohol.
