On or about June 22, 2025, at approximately 10:41 P.M., officers responded to Hennepin County Medical Center on a report that two adult females had self-transported to the hospital in a Ford Fusion with multiple bullet holes on the driver's side. Both females were admitted for gunshot wounds and one later died from her injuries. Through various witness interviews, surveillance footage, and cell phone location data, investigators learned that the Fusion had been pursued and shot at approximately twenty minutes earlier on I-394 WB near Theodore Wirth Parkway in Minneapolis, Hennepin County, Minnesota.
Investigators processed and searched the Fusion pursuant to a search warrant. In addition to the gunfire damage the Fusion sustained from the shooter(s) in the pursuing vehicle, which was localized to the driver's side of the Fusion, near the front passenger side, investigators observed five bullet holes protruding outward through the front windshield. Investigators later identified the occupants of the Fusion and learned that upon perceiving gunshots directed toward the vehicle, the front seat passenger, Defendant DECHELEN CHAVEZ MASTIN-WILSON ([DOB REDACTED]), produced a handgun and fired in a west/southwest direction on I-394. Surveillance footage shows numerous motorists in the immediate area.
Forensic scientists later determined Defendant's DNA to be present in multiple samples taken from the interior of the vehicle. Defendant is prohibited form possessing firearms due to an adjudication for aggravated robbery in 27-JV- 17-206. He has two pending prohibited person in possession of a firearm cases, 27-CR-25-18087 and 27-CR-18127, and is on probation for the same in 27-CR-23-650, in which he previously received a downward sentencing departure. Defendant is in custody on $500k bail ($250k conditional), and there is NOT currently a hold-without-bail on Defendant's probation violation.
As such, your complainant requests $750k bail on this case.
