On December 23, 2025, at approximately 10:06 PM, Officer Brandau and Officer Charlton with the Rochester Police Department were on patrol as part of the Special Enforcement Team. They observed a blue pickup truck bearing Texas license plate ending in F79 driving westbound on 16th Street Southwest near Broadway Avenue South. The vehicle traveled over the fog line of the right turn lane and swerved within the lane of traffic multiple times. Trash also flew out of the bed of the pickup truck while it was traveling on 16th Street.
The vehicle eventually turned southbound onto Salem Road Southwest, where Officer Brandau initiated a traffic stop. Officer Brandau made contact with the driver, ANNA LYNN SIEGELE, [DOB redacted], while Officer Charlton approached the vehicle on the passenger side. Officer Brandau observed Siegele to have droopy eyelids. Siegele appeared to be “zoning out” at times and had difficulty keeping her eyes open when this occurred. Siegele told Officer Brandau she believed her driver’s license had been suspended.
Siegele told Officer Brandau that she was driving to the twin cities. When asked about her route, Siegele claimed she needed to pick up a jacket. Siegele stated she had not consumed any alcohol and stated the last time she used controlled substances was two months ago. Officer Brandau walked around to the passenger side of the vehicle and observed burnt tin foil and folded tin foil on the front passenger floorboard. He also observed a burnt marijuana joint on the dashboard in front of the passenger seat.
Officer Ulrich with the Rochester Police Department arrived on scene. Siegele told him she used to use opiates such as heroin, and the last time she used was a few months ago. While speaking with Siegele, Officer Ulrich observed her speech to be irregular and rapid and her pupils to be constricted for the lighting conditions. Officer Ulrich also observed body tremors. He asked Siegele to exit the vehicle so he could conduct Standardized Field Sobriety Tests (SFSTs). When Siegele opened the vehicle door, Officer Ulrich saw a spoon and tin foil between the driver’s door and the driver’s seat.
Siegele stated the spoon was for eating, and the foil was to plug holes in the floorboard. Officer Ulrich did not observe any holes in the floorboard. Officer Ulrich took Siegele’s pulse, which was 84 Beats Per Minute (BPM). Her pupils were both 4.0 millimeters and had little to no reaction to the presence of direct light. Officer Ulrich observed 0 clues during the Horizontal Gaze Nystagmus SFST, 5 clues during the Walk and Turn SFST, and 3 clues during the One Leg Stand SFST. Siegele estimated the passage of 30 seconds in 25 seconds during the Modified Rhomberg SFST, and she had eyelid tremors.
