On March 14, 2026, at approximately 8:04 PM, St. Cloud Police Officer Sutliffe was dispatched to Boulder Tap House, located on Second Street South in the City of St. Cloud, County of Stearns, State of Minnesota, after dispatch received a call advising one of the employees' vehicles had been taken while it was left running outside. The caller identified the vehicle as a white Buick Riviera, displaying Minnesota License EDC006. Dispatch advised the suspect was described as an African American male wearing a black face mask, a navy blue hoodie, dark pants and a backpack.
Officer Sutliffe met with the vehicle's owner, K. J. B., fully identified in the police reports, who stated she had gone outside to warm up her vehicle and left the key inside since she does not have a spare. K. J. B. Advised when she went back outside, she observed her vehicle was gone and one of her customers had observed it being taken. K. J. B. Advised she had not provided anyone her permission to take her vehicle. Officer Sutliffe then spoke with the customer who had observed the vehicle being taken, M. A. S., fully identified in the police reports, who advised he had been outside smoking under the pavilion when he observed the suspect ride his bicycle through the parking lot, loop around some of the parked vehicles and when he observed the running vehicle he dumped his bicycle on the ground and entered into the vehicle and drove away towards Minnesota Highway 15. Officer Sutliffe left the scene and approximately ten minutes later, he received a call from K. J. B., who advised she had forgotten she had an Apple Air Tag on her set of keys.
K. J. B. Read off the recent pings at area convenience stores and officers checked those areas, but the suspect had already left. She then provided it pinged at an address in the 300 block of Lake Street South in the City of Big Lake and then advised it was in the 11500 block of 201st Avenue Northwest in the City of Elk River, County of Sherburne, State of Minnesota. Sherburne County Deputies were in the area looking for the vehicle and ultimately stopped the vehicle around 10:23 PM. Deputies advised they had identified the driver as Nicholas Allen Loomis, [DOB REDACTED], the defendant herein, and that he was wearing the clothing described by M. A. S. And had a black bag in the vehicle.
Complainant has reason to believe and does believe that all of the above information is true and correct. The above facts constitute your complainant's basis for believing that the above-named defendant, on or about the 14th day of March, 2026, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the offenses described herein.
