Your Complainant is an Officer with the Owatonna Police Department. Investigation has revealed that on November 10th, 2025, at approximately 1:15AM, Officer MacDonald heard what appeared to be four gun shots to the Northwest of his location, 1800 block of Cedar Avenue North in Owatonna, MN, County of Steele. Officer MacDonald began patrolling the area in attempt to locate the source of the sound. While traveling Southbound on 3rd Avenue Northwest, Officer MacDonald observed a pick-up truck exit Skyline Gardens and travel east onto 20th Street Northwest.
As Officer MacDonald began a right hand turn to go Southbound on Cedar Avenue, he heard what appeared to be a male's voice behind his patrol vehicle on North side of 20th Street Northwest, yelling "Hey!" repeatedly. Officer MacDonald completed a U-turn back onto 20th Street Northwest/Cedar Avenue and parked his patrol vehicle. Officer MacDonald exited his patrol vehicle and approached the male later identified as, Joseph Ed Hagen [DOB REDACTED], who appeared disheveled, his sweatshirt pocket appeared bulky with many items inside.
Officer MacDonald observed Hagen's right-hand lower to his right pants pocket. Officer MacDonald observed what he knew based on experience and training to be the black slide of a handgun locked to the rear in his right pant pocket. Officer MacDonald ordered Hagen to lift his hands back up and not reach towards his gun. Hagen complied lifting both hands up into a half surrender pose. Officer Malepsy retrieved what was later identified as an, all black Ruger LCP380 handgun out of Hagen's right pants pocket.
Officer MacDonald stepped behind Hagen and informed him he was being detained. Officer MacDonald obtained control of both of Hagen's arms and placed them behind his back. As Officer MacDonald attempted to place handcuffs on Hagen, he began swaying his body away from me, Officer MacDonald ordered Hagen to stop. Officer MacDonald was unable to place handcuffs on Hagen at this time due to his resistance. Hagen did not stop, and Officer MacDonald felt Hagen's arms tense. Officer MacDonald ordered Hagen to stop again, and Officer MacDonald felt both Hagen's arms attempt to pull forward and down towards his waist band.
Officer MacDonald pressed Hagen against the side of his patrol vehicle where he continued to fight against both Officer Malepsy and Officer MacDonald's control of his arms. K-9 Officer Martin arrived on scene shortly after and assisted with controlling Hagen and placing him into handcuffs. Officer's placed Hagen inside Officer MacDonald's patrol vehicle. Officer MacDonald read Hagen his Miranda Warning and he agreed to talk to Officer MacDonald. Officer MacDonald obtained the following statement from Hagen.
Hagen stated, "I'm being harassed. I was trying to show you it was unloaded (his firearm). The handcuffs are tightening. It's not all in my head this s*** doesn't just happen. I shot at the ground. I've been trying to call you guys all day." Officer MacDonald transported Hagen to the Steele County Detention Center (SCDC). While at the SCDC, 2 74-CR-25-1978 Filed in District Court State of Minnesota 11/10/2025 staff located a single 0.380 caliber bullet, located in Hagen's back left pocket of his jeans.
