On October 27, 2025, officers with the Bloomington Police Department responded to the Walmart (“the Store”) located at [ADDRESS REDACTED] East in Bloomington, Hennepin County, Minnesota, on report of a male committing a theft. Officers were notified, by a loss prevention employee (“the Employee”), that a male had eaten a food item without paying for it. The male then selected other items, approached a self-check-out, and paid for the items. The male had not paid for the item he had eaten. The male passed all points of sale and was subsequently detained by officers and brought to the loss prevention office (“the Office”). Officers identified the male as Mitchell Capone Hallmon [DOB REDACTED] (“Defendant”) and searched his person.
On Defendant’s person officers found a plastic baggie which contained 33 pills. The pills were sent to the Minnesota Bureau of Criminal Apprehension (“BCA”). On March 30, 2026, the BCA found that the Pills contain Oxycodone which is a schedule-II controlled substance. Officers obtained Defendant’s prescription history for the period of November 3, 2024, to November 3, 2025. Defendant was not prescribed Oxycodone during that time period.
