Throughout November and December 2025, investigators conducted an investigation into Terence Philip Rolf [DOB REDACTED], Defendant herein for narcotics sales and distribution in Minneapolis, Hennepin County, Minnesota. The apartment management at East Town Apartments located at 1415 11th Ave S reported heavy foot traffic and narcotics-related activity coming from the Defendant’s apartment. Officers also received a Crime Stoppers Tip regarding an individual named “Terry” dealing narcotics out of his apartment and from his vehicle.
During the investigation officers observed the Defendant conduct suspected drug transactions out of his vehicle, a Honda Fit. Officers obtained search warrants for Defendant’s person, vehicle, and apartment located at 1415 11th Ave S, [APT REDACTED], Minneapolis. On December 19, 2025, officers conducted a traffic stop on the vehicle while the Defendant was driving. During the traffic stop the Defendant was asked to exit his vehicle, to which he responded, "nah". He rolled up the window and put the vehicle into drive.
The Defendant then drove forward and fled in the motor vehicle. The Defendant was later apprehended by other officers. When the officer who initiated the initial traffic stop arrived on scene the Defendant stated, “sorry bout that, I just got scared.” During a search of his person, officers located 4.28g of field-tested positive for methamphetamine packed in 9 bindles in the Defendant’s pocket. Officers also located a black bag that contained the Defendant’s cell phone and $117 in cash. Officers later executed the search warrant at the Defendant’s apartment.
The following narcotics were located in the Defendant’s apartment: • 26.28 grams FTP Meth - in Puma shoe in bedroom closet • 16.89 grams FTP Meth - in Puma shoe in bedroom closet • 19.10 grams FTP Meth - in tall bedroom dresser in bottom drawer • 8.38 grams FTP Meth - in tall bedroom dresser in bottom drawer • 34.28 grams FTP Meth - found in Converse shoe in bedroom closet • 14.12 grams FTP Meth - found in Converse shoe in bedroom closet • 2.37 grams suspected Meth - found in Converse shoe in bedroom closet • 8.49 grams FTP Meth - found in On Cloud shoe in bedroom closet • 1.72 grams FTP Meth - found in On Cloud shoe in bedroom closet • 12.72 grams with packaging for 10 bindles - found behind picture in bedroom behind bedroom • door • 1 bindle weighed 1.24 with packaging and 0.99 grams without packaging FTP Fentanyl • 7.69 grams with packaging - found loose under bed in bedroom • Green bindle weighed 0.86 with packaging • Orange bindle weighed 1.47 grams with packaging and 0.91 grams without packaging and FTP Meth • 3.41 grams FTP Fentanyl - found in a black pouch in a shoe in the bedroom closet • 4.32 grams FTP Fentanyl - found in a black pouch in a shoe in the bedroom closet • 3.15 grams of 2 bindles - found in ceramic jar in bedroom • 1 bindle was 1.92 grams with packaging and 1.69 grams without and FTP Meth • 1.63 grams FTP Meth - found in ceramic pot in bedroom • 1.73 grams FTP Meth - found in vase sitting on hanging mirror in bedroom • 3.96 grams of 4 bindles of suspected Meth - found in top left dresser drawer in bedroom 4 ••-CR-••-•••• Filed in District Court State of Minnesota 12/22/2025 • 3.25 grams of 4 bindles of suspected Meth - found in top left dresser drawer in bedroom • 1.37 grams suspected Meth - found in kitchen • 0.74 grams suspected Meth - vase in entry • Two containers with trace suspected meth - top right dresser drawer • Envelope with several pieces of tin foil with weight amounts written on them with trace suspected Fentanyl The following cash was found in the Defendant’s apartment. • $2,674 - found in winter boots under ROLF's bed in the bedroom • $1,278 - found in bedroom closet and dresser • $1,000 - found in under the bottom kitchen drawer closest to the fridge • $598 - found inside vacuum cleaner in the bedroom closet • $165 - found inside the safe that was under the bed in the bedroom In total, officers recovered the following: • Approximately 155 grams of field-tested positive Methamphetamine • 20.45 grams of field test positive Fentanyl • $5,715 cash in small bills • Narcotics packaged in tin foil with narcotics weights listed on the packaging • Multiple bindles with some containing colored markings to differentiate them for sale • Scales with narcotic residue inside the apartment • Several containers with small baggies • A suspected drug ledger located in the apartment According to the Bureau of Criminal Apprehension's 2025 Minnesota Drug Price Averages spreadsheet, one gram of Methamphetamine costs $50 and one gram of Fentanyl costs $90 in the metro area.
