On April 20, 2026, at approximately 11:30 P.M., Deputy LaCore of the Mower County Sheriff’s Office was on routine patrol in the City of LeRoy, County of Mower, when he observed a black 2012 Ford F15 (MN LIC/SUZ265) traveling eastbound at the intersection of East Main and Everett Street. LaCore followed the vehicle and observed that it failed to maintain its lane and cross the fog line. LaCore continued to monitor the vehicle as it traveled eastbound on Highway 56. LaCore observed the vehicle drifting in its lane and crossing the center of the lane just west of the Mower/Fillmore line.
LaCore activated his emergency lights and conducted a traffic stop. Deputy LaCore approached the vehicle and contacted the lone driver, JASON ELI MOORE, DOB/052275, the defendant herein. LaCore observed the defendant’s eyes were bloodshot and glossy, and he had droopy eyelids. LaCore asked the defendant for his insurance information and noticed his movements were slow and he had slurred speech. LaCore also observed the defendant periodically grinding his jaw. The defendant was unable to locate proof of insurance.
The defendant also denied any alcohol consumption or controlled substance use. The defendant stated he was tired and wanted to go home. Deputy LaCore asked the defendant to exit his vehicle to perform the following field sobriety tests: Horizontal Gaze Nystagmus; Modified Romberg; Lack of Convergence, fail; and Walk and Turn, fail. LaCore also obtained pulse readings from the defendant of 110 bpm, 106 bpm, and 108 bpm. During the tests, LaCore observed the defendant to have body sway, periodic grinding of the jaw, droopy eyelids, and balance issues.
LaCore also observed the defendant to have tooth decay and an inflamed mouth with a film on his tongue. Based on LaCore’s training and experience, he knows that film can be present from recent drug inhalation. Deputy LaCore asked the defendant if he used marijuana and the defendant stated that he smoked two days prior. LaCore also asked the defendant about recent use of stimulants (Adderall, Cocaine, and Methamphetamine). The defendant admitted to using all three in the past and stated he used methamphetamine two weeks ago.
Deputy LaCore placed the defendant under arrest. During the search of the defendant, LaCore located a black container inside the defendant’s right pants pocket. Inside the container was suspected cannabis and a “dugout” pipe. LaCore also located an orange container in the defendant’s pocket. When LaCore removed the item, the defendant stated, “that’s the bad stuff there.” LaCore opened the container and located white crystal rock substance (later field tested positive for methamphetamine and weighed 2.68 grams). During the search of the defendant’s vehicle, Deputy LaCore located a glass pipe with suspected methamphetamine residue in a green container in the center console.
