1. Your complainant is employed by the Coon Rapids Police Department. In that capacity, complainant has reviewed official police reports and has learned substantially the following: On November 13, 2025, at approximately 9:27 P.M., Officer Skog was on patrol in the area of [ADDRESS REDACTED] N. W., Coon Rapids, Anoka County, Minnesota, where the officer monitored a call of a black SUV driving erratically, drove through the grass, almost hit signs and trees, then almost struck the caller in the parking lot.
Upon arrival, the officer located the described vehicle in the parking lot. The officer initiated the squad car's emergency lights and the driver, identified as Jessica Jennifer Ragner, [DOB REDACTED], the defendant herein, got out of the vehicle and started approaching the officer. The officer ordered defendant to move back to the vehicle. Defendant said she had been fighting with her boyfriend and was debating about driving to Scoop's bar. In speaking with defendant, the officer detected an odor of alcoholic beverage coming from defendant.
Defendant displayed bloodshot and watery eyes. Defendant said she had consumed two drinks approximately Defendant showed balance and motor skills impairment on the following field sobriety tests: horizontal gaze nystagmus; walk and turn; one‐legged stand. Defendant subsequently blew a fail reading (0.208) on a PBT tester box at the scene. 2. After being read a Minnesota Implied Consent Advisory, and being given an opportunity to consult with an attorney, defendant agreed to submit to breath testing.
Defendant was able to provide one successful sample but became uncooperative and would not provide a sufficient second sample. Based on her conduct, defendant was deemed a refusal.
