On June 15, 2026, officers from the Minneapolis Police Department were on patrol in the area of Penn Avenue and 35th Street North in the City of Minneapolis, Hennepin County, MN. Officers turned into an alley on the 3500 block of Penn Avenue. While driving north in alley, officers observed a black sedan pulling into the alley behind them. Officers then saw a male sitting outside the vehicle, wearing a pink shirt. This individual then fired between 14-16 shots that officers believed were directed at them.
Officers could see the muzzle flashes as shots were being fired from the black sedan. Officers then accelerated northbound in the alley and waited on 36th Street North for the suspect vehicle to exit the alley. After a delay, the vehicle exited the alley, and officers could see the only person in the vehicle was the driver. Officers then activated their emergency lights and pursued the suspect vehicle. The suspect vehicle did not stop and officers continued pursuit. As officers were pursuing the suspect vehicle, they observed the suspect male in the pink top running on foot.
As other officers searched the area, officers were advised that two individuals were seen running east. One of the individuals was described as wearing pink. Officers then located the two individuals and observed that one of them was wearing pink. Officers were able to identify the individual in the pink shirt as Rictavious Wiggins, [DOB REDACTED], Defendant 1 herein. Through investigation, officers were able to obtain a license plate for the black sedan, which was identified as a Lincoln MKZ with Minnesota license plates.
Officers were able to locate the suspect vehicle several blocks away in an alley. In a garbage can next to the vehicle, officers found a plastic covering that had been previously observed on the vehicle’s rear window. After additional investigation, officers were able to identify the driver of the MKZ as Allando Isaac Bennett, [DOB REDACTED], Defendant 2 herein. Officers were able to locate Defendant 2 and placed him under arrest. Officers detained several other parties who were interviewed. One of the individuals interviewed identified Defendant 1 as the shooter.
During his interview, Defendant 2 told officers he was the driver of the black sedan. Defendant 2 said he had picked up a gun on 34th Street and Emerson in Minneapolis and was supposed to drop the gun off at 33rd and Thomas. Defendant 2 told officers there were three other people in the vehicle with him. Defendant 2 said they were being followed by a person driving a red Dodge Durango and that shots were directed at the red Durango and not at officers. Defendant 2 also told officers he knew that the officers were there because he had seen them chasing someone else earlier in the day.
The available surveillance video from the area did not show a red Durango in the area at the time of the incident. Officers were able to locate several videos from different residences in the area of the incident. One video obtained by officers shows the officers’ squad traveling northbound in the alley and the black Lincoln also traveling northbound, following the officers’ squad. Another video shows the squad passing a residence. In the video, a loud bang, consistent with a gunshot, can be heard.
