Your Complainant, of the Saint Peter Police Department, has reviewed the reports in this matter and states upon further information, investigation, and belief as follows: On November 2, 2025, law enforcement responded to a call from Victim reporting a domestic incident between herself and her significant other, ISAIAH JACINTO CARREON DVORAK (hereinafter “Defendant”), [DOB REDACTED]. Off. Sandland of the Saint Peter Police Department met with Victim at a hotel located in the City of Saint Peter, County of Nicollet, State of Minnesota.
Victim [NAME REDACTED]. Sandland that, the previous day, she and Defendant had gotten into a fight and, on the morning of November 2, 2025 Defendant made statements that he wanted to end the relationship. Defendant then started to leave the hotel room. Victim explained that this started an altercation between the two of them. Victim [NAME REDACTED], during the altercation, she physically attempted to prevent Defendant from leaving by taking actions such as closing the door and grabbing onto Defendant.
Victim reported that Defendant responded by taking actions such as grabbing Victim [NAME REDACTED], holding Victim [NAME REDACTED], striking Victim, and, at one point, placing his forearm against her neck. Victim [NAME REDACTED], before he left, Defendant struck her three or four times with kicks and punches. Victim [NAME REDACTED]. Sandland that, after Defendant left the room, she followed Defendant out to the parking lot. Victim stated there were three or four times during the altercation where Defendant’s actions made it so she could not breathe.
Victim [NAME REDACTED] was unable to breathe when Defendant’s forearm was against her neck and when he held her face down against the bed. Victim [NAME REDACTED]. Sandland an abrasion on her left knee that she received during the altercation, and she said the side of her head was sore from Defendant’s strikes. Victim [NAME REDACTED]. Sandland communications from a social media application that she had with Defendant after the altercation. In the messages, Victim repeatedly confronts Defendant about his actions.
Notably, at one point, Defendant responded to Victim that he “only got rough with you because you wouldn’t let me leave.” After speaking with Victim, Off. Sandland traveled to Defendant’s place of residence with Off. Hughes of the Saint Peter Police Department. The officers placed Defendant under arrest and transported him to the Nicollet County Jail. After Defendant was brought to the Nicollet County Jail, Off. Hughes spoke with Defendant. Defendant confirmed to Off. Hughes that he had been in a relationship with Victim and had previously lived together with her.
Defendant further confirmed that he and Victim had an argument the previous night, and, in the morning, Defendant began to pack up to leave the hotel room. Defendant stated that, while he tried to leave, Victim continually interfered by blocking the door and grabbing onto Defendant. Defendant said he repeatedly moved Victim [NAME REDACTED], but then he began to get angry. Defendant explained he eventually pulled Victim by her hair to the bed because he thought it would make Victim [NAME REDACTED]. Defendant also stated that, at one point when Victim [NAME REDACTED], he slapped Victim [NAME REDACTED] in the side of her head and told her to get off his leg.
