In ••-CR-••-••••, Arthur Catlett III [DOB REDACTED] was convicted of an offense that requires him to register as a predatory offender for a period of 25 years. On January 18, 2013, Catlett signed a Minnesota Predatory Offender Registration Form which included an acknowledgment that he must register all changes in address at least five days prior to moving or immediately after the move. On October 14, 2025, Officer Turner of the Rochester Police Department was dispatched to 708 14th St. SE in Rochester, Minnesota, to perform an address verification for Catlett.
Officer Turner met with the current tenant of the property, J. D. (an adult male fully identified in the incident report) who said Catlett was evicted in August of 2025. J. D. Told Officer Turner that Catlett was currently living in a homeless shelter in Minneapolis, but could not provide specifics. Officer Turner called multiple numbers provided for Catlett, but was unable to make contact. Detective Burdick of the Rochester Police Department performed a follow up investigation. Detective Burdick discovered that Catlett's last address verification occurred on 06/03/2025 and the Rochester Police Department had numerous calls involving Catlett from 06/20/2025 to 08/17/2025. During one of those calls for service, Catlett was transferred to Saint Mary's Hospital.
Detective Durdick observed that a psychological evaluation occurred, but no further information regarding admittance or release was discovered. As part of Catlett's registration requirements, he is to notify hospital staff that he is a predatory offender and provide a release of information. Catlett is also required to notify local law enforcement of his admittance to any facility so a change of status can be filed. A complaint warrant is requested for Catlett. As of 12/22/2025, Catlett's whereabouts are unknown and he has at least three active warrants in (••-CR-••-••••, ••-CR-••-••••, ••-CR-••-••••). Catlett has been convicted twice of failing to register, in ••-CR-••-•••• and 56-CR-16-16. During Catlett's registration period, he has been marked non-compliant 16 times, 10 times for failing to return a BCA Address Verification Packet and six times for failing to report for weekly homeless check-ins.
Given Catlett's current whereabouts are unknown and he is not compliant with his predatory offender registration requirements, a warrant is is necessary to ensure his appearance.
