On February 19, 2026, at approximately 1:00 P.M., Saint Cloud Police Officer Tracey Boulton was dispatched to an apartment complex located on 15th St. N in St. Cloud, county of Stearns, Minnesota for a report of a burglary. Officer Boulton was arrived at garage number 7 and made contact with SAS [DOB REDACTED], who is the owner of the garage. SAS stated that someone had broken through a wall in his garage and taken items. Officer Boulton learned that missing from the garage was a total of $886.72 worth of items, including a key for a 2004 Chrysler 300 M that was parked in the parking lot and a Purdy brand backpack.
Inside the garage were items that did not belong to SAS, most relevantly a sock with a paraphernalia pipe, two capped hypodermic needles, and pieces of mail. The mail was addressed to NICHOLAS ALLEN LOOMIS [DOB REDACTED], the Defendant herein. The Defendant did not have permission to enter the garage, or to take any of the items from inside it, including the keys to the vehicle and the vehicle itself. SAS advised that the previously mentioned vehicle was in the parking lot, covered by a car cover and was now missing.
On approximately 9:48 P.M. On the same day, the vehicle was recovered in Hennepin County. The Defendant was inside the vehicle when it was found and stated that he "bought the vehicle two days ago from an unknown male for $1,500 cash." At this time, the Defendant was wearing a green army camouflage jacket and a backpack. The same backpack was found inside the vehicle containing mail addressed to the defendant and hand tools. Surveillance of the parking lot and the garage show the Defendant exiting the storage locker on 2/19/26 at 3:34 A.M. About 10 minutes, later the Defendant is walking in the parking lot from north side then head east, walk up to where SAS's vehicle was parked, take the car cover off, start the vehicle, and drive out eastbound on 15th St. N. Throughout the surveillance, the Defendant is wearing the same green camouflaged jacket and backpack.
Officer Boulton learned the Defendant had contact with law enforcement on February 18,2026, which was recorded on body worn camera. Screen grabs of this contact was used to confirm the clothing matched the Defendant – both what he was wearing in Hennepin County when the vehicle was recovered and at the time of the burglary. Complainant has reason to believe and does believe that the above information is true and correct. The above facts constitute your complainant's basis for believing that the above named defendant, on or about the 19th day of April, 2026, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the offense described herein.
