On January 31, 2026, at approximately 6:15 P.M., St. Cloud Police Officer Matthew Riekena was dispatched to an apartment located on 7th Ave. S., City of St. Cloud, County of Stearns, State of Minnesota for a reckless discharge of a firearm within the apartment. Officer Reikena was made aware by the landlord that the suspect was JAMES TOUY BECKER [DOB REDACTED], the Defendant herein. The landlord relayed to Officer Reikena that other residents had reported to the landlord that on January 15, 2026, they heard a gunshot come from the Defendant's room.
Additionally, the landlord observed a bullet hole in the common area directly outside the Defendant's door, which Officer Riekena also observed. Based on Officer Riekena's training and experience, it is believed the bullet more than likely came from inside the Defendant's room. Officer Riekena knocked on the Defendant's door, and the Defendant exited his room, The Defendant was detained while a search warrant for the room was being written. The Defendant was pat down, and the Defendant made officers known he had a hypodermic needle with a liquid substance inside on his person.
St. Cloud Police Officer Ryan Priebe brought the needle to the St. Cloud Police Department evidence room and was NIK tested. The test was positive for methamphetamines from the liquid substance. Methamphetamine is a Schedule Il controlled substance. At this time the Defendant was placed under arrest and brought to the Stearns County Jail. At approximately 7:51 P.M. The search warrant was executed on the Defendant's room. St. Cloud Police Officer Madelyn Prom located a 9mm Beretta semi-automatic handgun with serial number PZ22054. On February 1, 2026, the landlord contacted St. Cloud Police Officer Cole Orvis and stated he had found more ammunition in the Defendant's room, while cleaning it out.
Officer Orvis went to the residence and visually confirmed the ammunition was a 22-calliber bullet. The Defendant was convicted of 2nd Degree Burglary on February 10, 2023 in Stearns County District Court making him an ineligible person to possess a firearm or ammunition. Complainant has reason to believe and does believe that the above information is true and correct. The above facts constitute your complainant's basis for believing that the above named defendant, on or about the 31th day of January, 2026, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the offense described herein.
