On October 10, 2025, at approximately 10:06 P.M., police responded to an apartment complex located at [ADDRESS REDACTED], St. Paul, Ramsey County, Minnesota. The caller reported that their neighbor had been screaming and banging for the past fifteen minutes. More calls came in advising of a female crying in the hallway and a little boy knocking on doors. Upon arrival, police heard a female crying. Police went up to the fourth floor and saw TDJ sitting on the floor with her right leg extended. TDJ reported that her leg was broken.
TDJ had a difficult time speaking with police due to the pain she was having. Medics responded and transported TDJ to the hospital. TJD told medics, “Terrell broke my leg.” TDJ’s child [NAME REDACTED] in his room and woke up to TDJ screaming. TDJ identified the male in the home as Terrell. At the hospital, TDJ told police that she was asleep in bed when she was woken up by her boyfriend of four years, TERRELL DE’ANDRE SMITH – [DOB REDACTED], punching her after he went through her phone. TDJ said they fought in the bedroom.
At one point, TDJ reported that SMITH slammed her against the wall and hurt her leg. TDJ stated, “He slammed me, and my s*** cracked like a pencil.” After the incident, TDJ said SMITH left the apartment with unknown friends. As police spoke with TDJ, she became increasingly upset and did not provide any further information. Medical records reflect that no fracture or joint effusion was observed in TDJ’s knee x-rays. TDJ reported that she felt like her right knee was giving out on her. Records reflect that TDJ had some ligamentous laxity, but the exam was somewhat difficult given TDJ’s discomfort.
TDJ was discharged with a knee immobilizer and crutches. TDJ was advised to get an outpatient MRI if symptoms did not improve with conservative management. For purposes of enhancement, SMITH has the following qualified domestic violence related convictions within the past ten years: Domestic Assault by Strangulation in Ramsey County District Court File No. ••-CR-••-•••• on August 10, 2022. Threats of Violence in Ramsey County District Court File No. ••-CR-••-•••• on August 10, 2022. The following information is offered for purposes of Rule 6.02. SMITH has a juvenile adjudication for Second Degree Assault on July 17, 2020. SMITH has a felony conviction for Possession of a Firearm by an Ineligible Person on August 10, 2022. SMITH was released from prison on October 1, 2025, and is on supervised release.
SMITH is in custody at the Ramsey County Jail for another assault against TDJ on November 18, 2025, which was charged in Ramsey County Attorney’s Office File No. [PHONE REDACTED].
