On July 6, 2025, at approximately 9:47 PM, Officer Hemminger was patrolling near Division Street West on the 3200 block in the City of St. Cloud, County of Stearns, State of Minnesota. There, she observed a truck displaying an illegible license plate. Upon stopping the truck, she identified the driver as William Raybon Fincher, [DOB REDACTED], the defendant herein. While speaking to the defendant, Officer Hemminger could smell marijuana odors emanating from the vehicle. When she asked the defendant about this, he handed her a white vape pen marked "THC." The defendant told law enforcement he had smoked approximately three hours earlier when he stopped for gas while standing outside the vehicle.
When the defendant was told law enforcement would be searching the vehicle, he asked police if they could just throw the vape away and release him because he had kids and had been driving for 10 hours. The defendant also seemed reluctant to get out of the vehicle and appeared to be stalling. The defendant ultimately exited the vehicle and handed law enforcement a black case containing a large ziploc bag. Law enforcement determined the bag contained approximately 70 grams of psilocybin mushrooms. The defendant told police he had mushrooms in the black case.
The case also contained the following: an opened 28-gram package of marijuana nuggets with suspected marijuana buds, an opened jar of 3.5 grams of cannabis flower nuggets, and an opened 1000-mg cannabis concentrate "West Edison Dog Pound Activated Oil" syringes. Inside the case, police also found three 1-gram THC concentrate containers, six 4-gram THC concentrate containers (totalling over 16 grams of THC concentrate). Law enforcement also located a grinder containing suspected marijuana in the cup holder inside the vehicle.
Complainant has reason to believe and does believe that the above information is true and correct. The above facts constitute your complainant's basis for believing that the above named defendant, on or about the 6th day of July, 2025, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the offenses described herein.
