On May 8, 2026, at approximately 9:50 A.M., police were dispatched to a call regarding a gun pointing incident where the complainant reported that they thought the driver of another vehicle pointed a gun at them. The incident occurred in the area of 35E and Jefferson Avenue, St. Paul, Ramsey County, Minnesota. State Patrol Troopers located the suspect vehicle and effectuated a traffic stop near 35E and Lone Oak Road. Police detained the driver, EMAJAY MAURICE DRIVER – [DOB REDACTED], and told him that he was not under arrest but was being stopped and detained due to a call for a gun pointing incident.
DRIVER told the Trooper that he did not have any road rage incident. Following a Miranda advisory, DRIVER said there were not any guns in the vehicle, and he could not recall any incidents on the highway. DRIVER reported that he was delivering packages. The passenger, LBW, denied any knowledge of the presence of a gun in the vehicle. LBW stated that DRIVER picked him up from a package delivery place in St. Paul, and he and the driver are co-workers. LBW denied that the vehicle was involved in any altercation or road rage incident.
When informed that another driver reported that the vehicle was involved in an alteration where a gun was believed to be brandished, LBW responded, “That’s a lie, sir.” Police located a.45 caliber Glock 30 with a loaded magazine and a round in the chamber in the center console. Police spoke with the complainant, HCN, who reported that he was driving southbound on 35E approaching St. Paul when the suspect vehicle changed across multiple lanes, cutting him off and causing him to brake hard to avoid a collision.
HCN was concerned that the driver may have been suffering from a medical issue. HCN stated that both vehicles were in the left lanes to stay on southbound 35E. HCN sped up and got next to the suspect vehicle in the left lane. HCN reported that the driver held up a dark L-shaped object in his right hand. HCN stated that it was the wrong shape for a phone. When asked how the driver was holding the object, HCN responded, “Like in the movies when they hold their gun sideways.” HCN described the object and its size as similar to a Glock.
HCN slowed down and stayed behind the suspect vehicle as it continued southbound on 35E. As HCN exited to Lone Oak Road, he observed Troopers approach from behind and enter 35E to catch up to the suspect vehicle. DRIVER is ineligible to possess firearms and ammunition due to the following felony convictions: Third Degree Assault in Anoka County District Court File No. ••-CR-••-•••• on January 13, 2020. Attempted First Degree Aggravated Robbery in Hennepin County District Court File No. 27-CR-19- 29849 on December 10, 2020.
