On April 22, 2025, at approximately 2:40 P.M., Saint Paul ASPIRE/Gang Officers were conducting surveillance near [ADDRESS REDACTED], Saint Paul, County of Ramsey, in an unmarked vehicle equipped with emergency lights and siren, and wearing full police uniforms when they observed a gray Acura TL parked near the address. An Asian male wearing a red t-shirt and red baseball hat got into the driver’s seat. A second Asian male wearing red shorts and a green top got into the passenger seat of the vehicle.
The vehicle drove west in the alley toward Edgerton Street. The driver did not signal his turn onto northbound Edgerton Street, and onto westbound Maryland. Officers followed the vehicle and attempted a traffic stop on Westminster Street. The vehicle did not pull over. Emergency squad lights were activated. The vehicle accelerated away rapidly north on Westminster Street. The vehicle exited onto Larpenteur from 35E. Two males were standing by the front of the vehicle with the hood of the vehicle up.
By the time Officer Wanschura reached the rear of the vehicle, both males had returned to the vehicle. The male wearing the red shirt and red hat entered the driver’s seat and the male wearing the green shirt and red shorts got into the passenger seat. The driver put the vehicle in reverse and drove to northbound Highway 35E. Officers followed the vehicle, at times with activated emergency lights, air horn, and/or siren to drive through red lights or stop signs, but never when close to the vehicle.
Officers found the vehicle parked near [ADDRESS REDACTED] at approximately 3:23 P.M. Officers located both males a short distance away and arrested them. The driver was identified as DANG SONG, [DOB REDACTED]. The passenger was identified as BV. The vehicle was searched. A loaded magazine with 9mm rounds wrapped in a black cloth was found in the glove box. A small cardboard box with green tip.223/5.56 round and 9mm rounds was found in the glove box. An empty AR-15 magazine was found in the back seat.
Inside a Walther box, there was an auto-sear and a trigger assembly to a firearm. There were also multiple pieces of documents with SONG’s name on them. After a Miranda advisory, BV spoke to an investigator. BV said prior to being arrested, he and the driver, SONG, were inside his garage. He noticed SONG had a handgun tucked in the waistband area of his pants. They left in a vehicle that belonged to SONG. They were going to drive to SONG’s address in Minneapolis so that he could buy a different car from SONG. Upon inquiry, BV said he saw police behind them when they took a right.
He told SONG to pull over, but SONG just looked at him, smiled, and took off. BV said they pulled over on Larpenteur Avenue because the battery cable came off the battery of the car. They were able to get the cable back on. They saw police, got back into the car, and took off. BV said he got back into the vehicle because he was scared. When the vehicle was located by police, SONG got out of the vehicle and ran. BV did not know if SONG had the gun on him. BV said he did not know anything about the ammunition located in the vehicle.
