CN 25-196649, October 24, 2025 On October 24, 2025, at 11:44 P.M., Saint Paul Officers were dispatched to the 800 block of Lawson Avenue, Saint Paul, County of Ramsey, on fire/arson (CN25-196649). Officer Schissel arrived and spoke with TJC. TJC said he was upstairs in his home helping his daughter into bed when he received an alert on his phone from his Ring camera in his backyard. TJC looked at his phone and saw an individual enter his property from the alley and walk toward his home. TJC ran downstairs and saw that a fire had been started in the side entryway of his home.
The fire was started with a bag that was filled with something. He smelled lighter fluid from the fire. TJC stomped out the fire. There was minor damage in the form of a burn mark on the floor on the side entryway of TJC’s home. The entryway is enclosed and appurtenant to the building. TJC showed officers a video of the suspect, time stamped at 11:32 P.M. It is nighttime and the suspect is not clearly visible and identifiable. The suspect is a White person with light blond hair, wearing a black zip up hoodie and gray shirt underneath.
CN25-194234, October 21, 2025 TJC said officers were at his property on October 21, 2025 (CN25-194234) when another fire was started on his property. Officers responded and observed a fire had been set on the back porch of the residence. TJC had extinguished the fire by the time officers arrived. The back door patio was also shattered. TJC said he was at home when he smelled smoke. He went downstairs and observed a small fire by the patio window. TJC did not see who started the fire, but suspected his ex-wife, SHANTELLE FRANROSE CARLSON, [DOB REDACTED], as they have had recent issues.
TJC said he has an order for protection against CARLSON. TJC expressed concern and said CARLSON has been posting on social media that he has the death penalty on him. She also posted his address online. TJC and CARLSON have been divorced for a few years. TJC said CARLSON’s mental health has been a problem recently. Sgt. Reginek investigated this case. In case number CN25-197636, CARLSON was issued a citation for violating the Ex Parte Order for Protection in court file 62-DA-FA-25763 that prohibits CARLSON from having contact with TJC. In CN 25-197636, CARLSON was arrested on October 26, 2025. Sgt.
Reginek viewed video of CARLSON’s arrest on October 26th. In this incident, TJC suspected CARLSON started something on fire on TJC’s porch/entryway area of his home. Sgt. Reginek viewed Ring video of the suspect in the fire that was started on October 24th to the side entryway of TJC’s home. In the October 24th video, the suspect is wearing the same pattern pants and boots as CARLSON wore on the BWC footage when she was arrested on October 26, 2025. The suspect in both videos appears to wear the same long length sweater/overcoat.
