On or about July 31, 2025, the Minnesota Human Trafficking Task Force conducted an undercover juvenile demand suppression operation in the City of St. Paul, Ramsey County, State of Minnesota. Law enforcement created an advertisement for commercial sex for one female and posted it on numerous websites commonly used for the purchase of commercial sex. During the operation, a male identified as Oscar Villalba ([DOB redacted]) Defendant herein, contacted the number on the ad and asked if she was available and “what are your rates?” The Defendant was told the rates were “250hr 175 hhr 100 qv” and was asked how long he wanted to have sex for.
The Defendant asked “for 175 two pop?” meaning two acts of sexual intercourse during the same time period. The Defendant was advised he would need to wear a condom and he replied “ok” and asked for the address. The Defendant was asked for his age and race and the decoy responded with “im 16 and white”. The Defendant then asked if the decoy was affiliated with law enforcement because with that age he could have problems. The Defendant then asked for the address stating “I hope I don’t have any problems later”. Over the course of multiple hours, the Defendant asked for photographs saying “I want to make sure you are over 21 years old or I will not attend if you are under 21”. The Defendant was told, “I’m 16 I told you”. The Defendant asked for the address again and the decoy responded “im 16 is that ok?” The Defendant replied “[j]ust because you promised that you’re not a cop and that you won’t cause me any trouble”. The Defendant was provided the address to a pre-determined location located in the City of St. Paul, Ramsey County, State of Minnesota.
At approximately 10:33 P.M., the Defendant arrived at the location and was taken into custody. During a search of his person, officers located $430 in cash, two condoms and a cell phone. Law enforcement sent a text verification code to the phone number they were communicating with who was attempting to purchase sex acts for money and officers observed the code on the Defendant’s phone.
