On January 10, 2025, around 5:09 P.M., Officer Larson was on routine patrol on University Ave, in the city of Blaine, Anoka County, Minnesota. He noticed a red Chevrolet Tahoe bearing MN License plate [PLATE REDACTED] in the parking lot at the Quality Inn. The vehicles window tint appeared very dark in violation of Minnesota statute. (The window tint was later determined to be 2% light transmission instead of the required 50%.) As the vehicle left the lot Officer Larson moved his vehicle behind it as it traveled southbound on university avenue.
At the intersection of University and 89th Avenue the vehicle moved to the left turn lane without properly signaling. It was in the second left turn lane indicating its route of travel would be to turn onto County Road 10. As the vehicle turned left it made an abrupt change of course and turned onto 89th Ave, without properly signaling. Officer Larson then conducted a traffic and identified the Driver and sole occupant of the vehicle as Blaine Michael Skadsberg [DOB REDACTED], hereinafter the Defendant.
The Defendant told the Officer he was living in Hopkins and traveling to Leann Chinn. Officer Larson noticed that the Defendant was using a route on his cell phone which indicated a 28-minute time to location. Because of the Defendant’s nervousness, his deception about where he was going, as well as several backpacks that appeared out of place to the officer, he searched the Defendant’s criminal history and learned that he was convicted of Controlled substance Crime in the 1st degree on March 24, 2017. Officer Larson then requested a K-9 to the stop.
When he told the Defendant about requesting a K-9 to the stop the defendant replied, “smart idea.” The K9 alerted on the vehicle and the police subsequently searched it. In the aforementioned backpacks, Officers located a substantial quantity of white crystalline substance which was field test positive for the presence of methamphetamine, in multiple separate plastic baggies. The Defendant was arrested and searched and had two bags of a white crystalline substance in his right front pants pocket.
The Midwest Regional Forensic Laboratory later tested all of suspected controlled substances found in the vehicle and on the Defendant’s person. The laboratory confirmed that the white crystalline substance was methamphetamine with a total weight of 61.94 grams.
