On March 16, 2026, around 2:15 P.M., law enforcement received an automatic license plate reader hit for a stolen vehicle, a white 2013 Ford Explorer (MN/SEM394), driving westbound on 95th Avenue NE at Interstate 35W. The vehicle was stolen out of Minneapolis, Hennepin County, on March 14, 2026, from the registered owner P. R. F. Law enforcement located the stolen vehicle parked at iStorage located at [ADDRESS REDACTED] NE, Blaine, Anoka County. Law enforcement initiated a traffic stop. The stolen vehicle was occupied by three male suspects.
Mario James Dupay [DOB REDACTED], DEFENDANT DUPAY herein, exited the front passenger seat. Another male, J. L., exited the rear passenger seat. The driver was Neil Ray Cape II [DOB REDACTED], DEFENDANT CAPE herein. A green 2004 GMC Envoy (MN/KAF298) was parked on the driver’s side of the stolen vehicle. DEFENDANT DUPAY, DEFENDANT CAPE, and J. L. Were arrested. In a search incident to arrest of DEFENDANT DUPAY, law enforcement found: a black zipped sunglasses holder in his right top-layer jacket pocket, which contained 0.78 grams of a substance that field-tested positive for methamphetamines; and Two rounds of.25 caliber ammunition in the front left inside pocket in his mid-layer tan trench coat.
DEFENDANT DUPAY is ineligible to possess ammunition from a prior felony conviction for the crime of violence of second-degree assault from court file no. 27-CR-20-3293, with a conviction date of May 14, 2020, as well as a felony conviction for the crime of violence of first-degree aggravated robbery from court file no. 62-CR-17-1175, with a conviction date of April 20, 2017. Pursuant to court records, Defendant possessed a gun during the robbery incident and a glass bottle during the assault incident.
The mandatory minimum sentences under Minn. Stat. 609.11 apply for DEFENDANT DUPAY. In a search of the stolen vehicle, law enforcement located 4.75 grams of a substance that field-tested positive for methamphetamines in the center console in a container. Law enforcement also located possible manipulated keys that were likely used to start the vehicle. The vehicle’s ignition had been punched and the vehicle had damage to the passenger door, including a missing door handle. No factory key was found for the vehicle.
In a search of DEFENDANT CAPE, law enforcement found a key for a Chevrolet GMC vehicle. DEFENDANT CAPE told law enforcement that the green vehicle was his partner’s, M. H. Given its relation to the suspects, law enforcement called for a K9 sniff of the green vehicle. The K9 alerted. Law enforcement searched the vehicle and found a.25 caliber firearm, a Phoenix Arms, model Raven, on the front passenger floorboard, inside a white plastic bag, inside a box of “Cosmic Brownies.” The handgun’s serial number came back as “not on file” with law enforcement databases.
Law enforcement took DNA from the firearm. Results are pending.
