Your Complainant, of the North Mankato Police Department, has reviewed the reports in this matter and states upon further information, investigation, and belief as follows: On November 6, 2025, North Mankato Police Officers Endreson and McMonagle were at Kwik Trip in North Mankato, Nicollet County, Minnesota. Officer McMonagle saw a motor vehicle and, based on a check of its license plates, learned that the owner had a suspended driver’s license and that there were active warrants for his arrest.
Officer McMonagle noted that the driver of the vehicle was standing outside of the parked vehicle. Officer McMonagle approached the male who was standing near the parked vehicle to inquire if he was the owner. While she was speaking with the driver, Officer Endreson conducted a plain view search of the vehicle while standing outside of it. He saw a glass bulb pipe and an open bottle of beer. Officer Endreson noted that glass bulb pipes like this one are commonly used to smoke and consume narcotics.
Officer McMonagle ultimately confirmed that the driver was not the owner. Instead, she identified him as Julian Guadalupe Pacheco, [DOB REDACTED], hereafter referred to as Defendant. However, in the act of confirming Defendant’s identity, Officer McMonagle learned that Defendant also had a warrant for his arrest for failing to appear for a court hearing in Sibley County. As a result, Defendant was placed under arrest and searched incident to arrest. Officer Endreson located a plastic container that contained a crystal-like rock.
Officer McMonagle and Office Endreson each noted that the crystal- like rock was visually consistent with methamphetamine. Methamphetamine is a schedule II-controlled substance. The crystal-like rock later field tested positive for the presence of methamphetamine, and it was five point four (5.4) grams. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTE SECTION 609.49.
