On June 19, 2025, at approximately 5:01 P.M., deputies of the Mower County Sheriff's Office were dispatched to the intersection of 170™Street and 730" Avenue in the County of Mower on a report of a vehicle in the ditch. While enroute, first responders from LeRoy ambulance requested Mayo One to be launched due to injuries on scene. Deputy Henderson arrived and observed a black Chevy pickup truck (MN license RZT050) in the southbound ditch. Henderson observed that the truck had gone off the road and was wedged in the culvert under the road.
Henderson also observed Victim A (an adult female) lying on her back with a C-collar that a first responder had put on her. Victim A also had blood on the left side of her head. While attending to Victim A, Henderson observed an odor of alcoholic beverage coming from the area. Due to the severity of her injuries, Victim A was transported to Mayo Clinic via Mayo One air ambulance to be treated. LeRoy ambulance advised that she was suffering from hip pain, abominable pain, possible broken ribs, and lacerations to the back of the head.
Full extent of injuries sustained by the victim [NAME REDACTED] at this time, but at Cca minimum Victim A has sustained temporary but substantial loss or impairment of the function of bodily members or organs, and/or has sustained a fracture of a bodily member. Deputy Fish arrived and spoke with Witness 1 (an adult male) and Witness 2 (an adult female). They stated they saw NEIL PATRICK STIER, DOB/110177, the defendant herein, driving the pickup southbound on 730" Avenue with Victim A and Victim B (an adult female) in the bed of the pickup truck.
Witness 2 stated that everyone was intoxicated and pointed out a Fireball container in the bed of the pickup truck. Deputy Fish also made contact with Victim B while she was being treated in the back of an ambulance. Fish observed Victim B to have cuts on her legs. Victim B told the deputy that she and Victim A had been at the bar in Grand Meadow. She stated they had some alcoholic beverages and were talking with the defendant. Victim B stated that Victim A told the defendant that she had never been in the back of a pickup truck, and the defendant offered to take them on a "county mile tailgate run." Victim B told Deputy Fish that she and Victim A got into the back of the defendant's pickup truck and went for the "county mile drive." She stated that they started to get far away from Grand Meadow and she told the defendant to turn around and go back to the bar.
She stated that the defendant then turned around. She stated that she noticed the defendant was close to the ditch of the road and saw the defendant start to drive off the gravel. Victim B said she grabbed onto the truck and this is when the pickup truck went down into the ditch/culvert. Victim B advised that Victim A did not grab onto the truck and flew out over the truck and into the ditch. Victim B also told Deputy Fish that she saw the defendant open a beer or two while driving. She stated the beer was in a blue container but she was unsure if it was Bush Light or Bud Light.
