On April 23, 2026, at approximately 3:27 P.M., police responded to a bus stop at the intersection of Third and Forest Streets in St. Paul, Ramsey County, Minnesota. Dispatch comments advised that a male was hitting a female in the bus stop. Upon arrival, police observed a male and female matching the description walking on Third Degree. Officers spoke with the bus driver to get confirmation about the parties involved. While speaking to the bus driver, officers observed the male push the female, and she fell into the street in front of a moving vehicle.
As police rushed toward them, police observed the male repeatedly push the female each time she tried to get back up then punch the female several times. Police detained the male, and even while handcuffed, the male continued advancing toward the female and said something along the lines of, “I am going to smack you in the handcuffs.” The female told police that the male was her boyfriend. The male was identified as KEVION DWON DUNCAN – [DOB redacted]. The female was identified as TLB. Police attempted to place DUNCAN in the back of a squad car.
DUNCAN remained agitated and kept yelling at and trying to go towards TLB. An officer placed DUNCAN in an escort hold where the officer wrapped his arm under DUNCAN’s left armpit and over his shoulder and pinned him to the squad car to prevent him from going back toward TLB. DUNCAN kept bringing his hands up towards the officer’s biceps and dug his nails into the officer’s arms multiple times despite the officer telling him to stop. Once DUNCAN was placed in the back of the squad car, the officer observed that his arm was bleeding and there were multiple scratches/abrasions from where DUNCAN dug his nails into the officer’s arm.
Police observed that TLB had an open cut with blood on her left eye and an apparent broken blood vessel inside her eye. TLB also had some red marks on her neck area. TLB told police that her injuries were caused by DUNCAN during the assault. TLB reported that DUNCAN has been her boyfriend for the past six months. TLB said DUNCAN was drinking and they got into a verbal argument. TLB decided to leave, so she walked toward the bus stop, and DUNCAN followed her. Their argument continued at the bus stop then DUNCAN punched her in the left eye.
A male told DUNCAN to stop hitting her, and DUNCAN argued with him. TLB said DUNCAN turned his attention back to her and came toward her, so she hit him back. TLB noticed a bus coming, so she got onto the bus and DUNCAN followed her inside. TLB said she got off the bus and walked away, and DUNCAN followed her. TLB reported that they kept arguing then DUNCAN pushed her onto the ground near the street multiple times. The bus driver, FC, told police that he was approached by a passerby who reported that they saw a male hitting a female in the bus stop.
