On February 20, 2026, at approximately 7:15 PM, Officer O’Connor with the Rochester Police Department was on routine patrol near the intersection of 11th Avenue and Civic Center Drive Northwest when he observed a vehicle entering the intersection without stopping for the traffic light. The vehicle then slammed on its brakes and stopped in the middle of the intersection, almost causing multiple collisions. The vehicle made no movement to either back up or drive forward out of the intersection. Officer O’Connor drove toward the vehicle with his emergency light activated.
He observed the driver, later identified as SEBASTIJAN MILEUSNICH, [DOB REDACTED], in the driver’s seat. Mileusnich was staring straight ahead and making no indication he was going to move the vehicle. As Officer O’Connor gestured for Mileusnich to move out of the intersection, Mileusnich accelerated at a high rate of speed driving westbound on Civic Center Drive. Officer O’Connor turned around and followed Mileusnich, who was dodging around other vehicles and appeared to be having difficulty staying on the road.
Mileusnich eventually turned south on 16th Avenue Northwest. Officer O’Connor reached speeds of approximately 70 Miles Per Hour (MPH) as he tried to catch up to Mileusnich. After Mileusnich turned onto 16th Avenue, he tried to follow the curve of the road. Mileusnich’s vehicle jumped the right curb, went airborne, collided with a road sign, light pole, and multiple shrubs before hitting the side of restaurant, rolling, and coming to a stop in an upright position. Officer O’Connor made contact with Mileusnich, who had slurred and slow, deliberate speech.
Mileusnich was swaying and seemed to have difficulty walking straight. Officer O’Connor also saw Mileusnich’s eyes were bloodshot, and Mileusnich kept looking down despite Officer O’Connor’s repeated commands to look at him. Officer O’Connor believed this was a tactic to prevent him from determining Mileusnich’s level of intoxication. Mileusnich refused to cooperate with law enforcement officers and refused medical treatment from paramedics and the Rochester Fire Department. Due to Mileusnich’s lack of cooperation, Officer O’Connor was unable to conduct Standardized Field Sobriety Tests.
Mileusnich was brought to the hospital and then cleared to be transported to the Olmsted County Adult Detention Center (ADC). At the ADC, Officer O’Connor presented Mileusnich with a warrant for his blood or urine, and Mileusnich provided a urine sample. Mileusnich was previously convicted of a felony-level violation of Minnesota Chapter 169A in Hennepin County Court File ••-CR-••-••••.
