On or about November 5, 2025, at approximately 10:43 P.M., Minneapolis Police Officers were dispatched to a crash, at 46th Street and South Cedar Avenue, in the City of Minneapolis, County of Hennepin, State of Minnesota. Upon arrival, the officers observed two vehicles in the middle of the intersection with severe damage. Officers spoke to the driver of one vehicle (MN Plate: RXP 379), later identified as Jakob Paul Campbell‐Webb [DOB REDACTED], Defendant herein. Defendant indicated that he had the green light and proceeded through the intersection and was struck by another vehicle.
Defendant stated that he had a couple of drinks earlier in the night, and later changed his story to only having one glass of wine with dinner. Officers detected an odor of alcohol on Defendant. Officers spoke to the driver of the other vehicle, I. A. A., who indicated that he was traveling eastbound on 46th Street when he stopped at a traffic light at Cedar Avenue south. I. A. A. Indicated that the light turned green, but Defendant’s car did not move and was stationary for approximately ten seconds.
I. A. A. Then proceeded through the intersection to turn left and was struck by Defendant’s vehicle. Officers requested a Minnesota State Trooper to the scene. A Minnesota State Trooper arrived on scene and spoke to Minneapolis Police Officers about what happened. The trooper then walked over and spoke to Defendant. The trooper observed Defendant get back into his vehicle and close the door as the trooper approached. The trooper knocked on the window and Defendant exited his vehicle. As Defendant exited, the trooper observed the odor of consumed alcohol coming from Defendant.
The trooper also observed Defendant with bloodshot watery eyes. The trooper asked Defendant what happened and when his last drink was. Defendant indicated what happened and that his last drink was at dinner. As the trooper continued to speak with Defendant, the trooper noticed Defendant becoming increasingly agitated. Defendant was asked to submit to field sobriety tests. During the horizontal gaze nystagmus test and the one leg stand test, the trooper observed clues of impairment. The trooper explained the walk and turn test to Defendant.
Defendant had difficulty entering the starting position. Defendant attempted to step forward but lost balance. The trooper made the decision to forego the remainder of the test. Defendant provided a breath sample for the preliminary breath test (PBT), which showed an alcohol concentration of 0.16. Defendant was placed under arrest for DWI. Defendant was transported to Hennepin County Jail. The trooper read Defendant the Motor Vehicle Breath Test Advisory. Defendant indicated he did not want to speak with an attorney and agreed to take the breath test.
At 12:08 A.M., on November 6, 2025, Defendant provided a breath test that revealed an alcohol concentration of 0.16.
