06/02/1996 (29), violated the law as set forth herein. On March 30, 2026, at approximately 6:42 PM, Douglas County deputies were dispatched to a domestic assault at [ADDRESS REDACTED] North, Kensington, Douglas County, Minnesota. It was reported that the victim, [NAME REDACTED], had just been choked by her husband, Ryan Baxter (“the Defendant”), who had already left the residence. Upon arrival, Dep. Cory Luckow spoke with the victim’s friend and complainant, [name withheld], who was on scene at the time.
She stated that she had missed two calls from the victim, [NAME REDACTED] at 6:25 PM and 6:28 PM. She answered the third call at 6:34 PM and learned that the victim had been choked by the Defendant. Oates then traveled to the residence to assist her friend. Dep. Isaac Peterson spoke with the victim [NAME REDACTED]. She relayed that she was having a rough time that afternoon at the house and a verbal argument occurred with the Defendant when he arrived home. The Defendant went outside but shortly later came back inside calling the victim names such as “bitch.” The victim then told him to leave and said she was done.
The Defendant went to the garage and was screaming loud enough that he could be heard inside. The victim [NAME REDACTED] told him to stop, at which time the Defendant came to the door and prevented the victim [NAME REDACTED]. He then began chest bumping the victim, [NAME REDACTED] into the house as she feared for her safety. She attempted to get him away from her, but the Defendant grabbed her by the throat with his hand. The victim was pushed against a kitchen counter and then against the kitchen garbage can, causing it to break.
Her breathing was restricted during the choking. The Defendant eventually let her go and went outside, kicking a TV while leaving and throwing it in the garage. The victim locked the door and threatened to call the cops if he didn’t leave. Deputies photographed the broken TV and broken garbage can. The Defendant was located near Cyrus and placed under arrest. He was transported to the Douglas County Jail, where he was read his Miranda rights and agreed to speak with Dep. Peterson. The Defendant acknowledged that the victim was frustrated when he arrived home and a verbal argument ensued.
When he tried to re-enter the house after initially going outside, he said the victim tried to shut the door in his face, so he got close to her to prevent that from happening. He said the victim [NAME REDACTED], followed by him stepping into her and pushing her into the counter. When pressed for details on the physical altercation, he said, “She hit me because she thought I was coming after her.” He then drew a diagram of the kitchen and said after getting hit, he grabbed her and went to the counter.
When pressed for details on grabbing the victim, [NAME REDACTED], “That looked like me trying to find a way to restrain her. May not have been the best way to restrain her but it was the way I had chose.” When asked the way in which he restrained her, he said, “I’m not going to discuss that at this moment.” The interview ended, and the Defendant was booked for felony domestic assault - strangulation.
