On March 8, 2026, at approximately 2135 hours, Minnesota State Troopers were on routine patrol on highway 35W approaching 60th Street in the city of Golden Valley, Hennepin County, when they observed a vehicle on the side of the highway with their emergency lights on. Officers stopped behind the vehicle to ensure the vehicle did not need assistance. Officers approached the driver and sole occupant who was later identified as JASMINE ALLIH THOMAS, Defendant herein. The Defendant stated she was waiting for a gas tank however she did confirm that she could have stopped off of the freeway and this was a non-emergency stop in violation of Minn.
Stat. 169.305.1. In speaking with the Defendant, Officers observed that she had bloodshot eyes; a distinct chemical odor commonly associated with narcotics was emanating from the vehicle; the Defendant had exaggerated reflexes and a euphoric appearance; and the Defendant was mumbling her words while struggling to form deliberate and coherent sentences. Officers suspected the Defendant of being impaired by a CNS stimulant. Officers also observed that the Defendant had a small plastic container with a white powdery substance, suspected narcotics, on the left side of her bra in plain view.
Officers then learned that the Defendant had a revoked driving status. The Defendant has a prior DWI related driving offenses from November 18, 2023, on her driving record for revocation pursuant to a search warrant under Minn. Stat. 171.177. The Defendant also had an active warrant. Officers had the Defendant exit the vehicle where Officers could then smell the chemical odor emanating off of the Defendant prominently. Officers asked the Defendant to remove the container of suspected narcotics from her bra.
She then reached with both hands to grab it and white powdery substance dropped to the ground and onto her stomach. The Defendant grabbed her shirt and started shaking the powdery substance off and more began to fall from her bra. The Defendant was placed in handcuffs to prevent further evidence destruction. The Defendant then started yelling and jumping up and down where a significant quantity of powdery substance was dropped to the ground by the Defendant's movements. The Defendant was searched by a female Officer and then placed into a squad car where she kicked the cage of the squad car with her feet.
The remaining powdery substance was sent to the BCA and found to weigh 1.030 grams and contained cocaine. DOT cameras showed the Defendant's vehicle driving and stop at the scene at 2050 hours. The vehicle remained there until Officers arrived with the Defendant driving the vehicle. Inside the vehicle, Officers located a plastic straw with what appeared to be the same powdery substance located on the Defendant. 3 27-CR-26-9983 Filed in District Court State of Minnesota 4/20/2026 A blood sample was collected from the Defendant pursuant to a search warrant which showed her body contained cocaine and benzoylecgonine (a metabolite of cocaine). The Defendant currently has an active warrant and, therefore, the State requests this complaint issue by warrant.
