On February 4, 2026, at approximately 9:40 A.M., Officer Moran was dispatched to [ADDRESS REDACTED] in Grand Rapids, Itasca County, regarding a damage to property complaint. E. A. O. Reported that somebody had tampered with her vehicle and that her tires won't hold air. Officer Moran arrived on scene and observed E. A. O.'s vehicle. Officer Moran observed that the front and rear driver's side tires were flat and the front passenger side tire was flat. According to E. A. O., she arrived home last night sometime around 5:15 P.M., and when she came outside this morning around 8:00 A.M. To take her daughter to daycare she noticed that her tires were flat and located a knife on the ground near the vehicle.
E. A. O. Took a picture of the knife before she picked it up and brought it into her apartment. Officer Moran was able to review surveillance footage from the apartment complex and saw the following: On February 3, 2026, at approximately 5:25 P.M. E. A. O. Pulled into the parking lot and parked her vehicle where it was currently located. At approximately 10:05 P.M. On February 3, 2026, Officer Moran observed what appeared to be a female walk out of [APT REDACTED] through a snow packed path toward the sidewalk.
The female walked towards E. A. O.'s vehicle. Officer Moran observed the female approach the driver's side tire, put one hand on top of the vehicle, and lean towards the tire. Officer Moran watched the female walk to the rear driver's side tire put one hand on the vehicle and then make a stabbing motion toward the tire. Officer Moran noted that the female appeared to be heavier set and was wearing a grey sweatshirt, white pants, had long dark hair, and white shoes. Officer Moran further noted that the female had an apparent limp when she walked.
The female then walked back towards the apartment and entered [APT REDACTED]. Officer Moran later saw the female reappear on the surveillance video. On February 4, 2026, at approximately 12:23 A.M., the female again exited [APT REDACTED]. The female walked toward E. A. O.'s vehicle. The video shows the female put a hand on E. A. O.'s vehicle, lean towards the driver's side tire, and make two stabbing motions towards the tire. The female again walked back to the apartment. At approximately 12:41 A.M. Officer Moran observed the same female exit [APT REDACTED] and walk toward E. A. O.'s passenger side front tire.
Officer Moran observed the female put a hand on E. A. O.'s vehicle, lean toward the tire, and make a stabbing motion toward the tire. The female then appeared to make a throwing motion toward the ground before walking back to [APT REDACTED]. Officer Moran entered the apartment complex and knocked on [APT REDACTED]. The tenant, A. R. W., answered the door. Officer Moran explained her reason for being there and explained the damage to E. A. O.'s vehicle. A. R. W. Denied damaging anyone's vehicle. During the course of investigation, it was learned that A. R. W. Had a friend that stayed the night at her apartment who was later identified Naomi Joy Bellanger.
